HOW A SENIOR COBOL DEVELOPER WILL MAKE AN IMPACT

In this role, a typical day will include:

Analyzes user/business software system requirements and determines needsDetermines the functionality of an application and performs upgrades over timeMaintains documentation to support software development policies, standards, and proceduresDevelops, analyzes, prioritizes, and organizes requirement specifications, data mapping, diagrams, and flowcharts for developers and testers to followTranslates highly technical specifications into clear non-technical requirementsDevelops and documents features and user stories with acceptance criteriaAssists team with preparation of cost estimatesImplements best practices for scalability, supportability, ease of maintenance, and system performanceCreates current and future state documentation related to existing interfacesCreates Interface Control Documents (ICD) documenting existing and future interfaces

WHAT YOU’LL NEED TO SUCCEED:

Education:

Bachelor's Degree in Computer Science or related technical discipline, preferred but not required.NOTE: If resources do not have a relevant college degree, an additional 4 years of relevant work experience is required.

Required Experience:

10+ years’ Experience with applications written in COBOL10+ years’ Experience and knowledge of DB2 Databases integrated with the mainframeKnowledge/experience of SDLC practicesExperience with information technologies and systems analysis, analyzing business requirements and developing business requirementsProven ability to assess business needs and translate them into relevant solutionsKnowledge/experience with Agile methodologiesExperience working with Product Owners and creating Features and User StoriesExperience with VersionOne desired or other Agile management toolsWorking knowledge of a wide variety of programming languagesExperience with Neon Servers on the mainframe desiredExperience with Changeman to create packages and promote codeAbility to scan libraries to find instances of key words / phrases to help research issuesRespond to incidents in ServiceNowCreate ServiceNow Change requests following USPS processesParticipate in meetings relating to specific technical projects or tasksAbility to develop and maintain IT documentationIndependently analyzes and develops innovative resolutions for complex problems, implements solutions independently and as part of a teamMay lead project teams within assigned unit to develop, plan, and manage project tasksDevelops, plans, and manages project tasksProvides training for less experienced team members, if needed

Security Clearance Level:

Ability to obtain and maintain a Public Trust clearance and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprintingThis position has a U.S. residency requirement. The USPS security clearance process requires the selected candidate to have resided in the U.S. (including U.S. Territories) for the last five years as follows: U.S. Citizens cannot have left the U.S. (including U.S. Territories) for longer than 6 months consecutively in the last 3 years (unless they meet certain exceptions). Non-U.S. Citizens cannot have left the U.S. (including U.S. Territories) for longer than 90 days consecutively in the last 3 years.

The likely salary range for this position is $104,895 - $141,917. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
