Job Description
Background/IRC Summary:The International Rescue Committee (IRC) is a private, non-political, non-profit, and non-religious organization. For over 90 years, we have been providing humanitarian assistance to communities affected by conflict and natural disasters in more than 40 countries. Since 2008, the IRC has been active in Myanmar, delivering humanitarian assistance in areas such as health, protection, water, and sanitation, specifically targeting families impacted by conflict and natural disasters.
Job Overview/Summary: IRC seeks a dynamic individual to support the expansion of CVA programming in Myanmar. According to IRC’s cash first approach, we are aiming to expand the CVA programing through different outcomes in order to enable the crisis-affected communities meet their basic needs as they defined and prioritized them in a resilient and dignified manner and reduce the resorting of negative coping mechanisms. CVA program is contributing to different outcomes areas of country programs as a part of current emergency response. As partnership is at the core of IRC value, we work together with local agencies in responding to meet the needs of the communities to relief the impacts of the shocks and bring more resilience outcomes for the clients we serve around Myanmar.
This position is based in Yangon with occasional travel to field office to support the field activities.
Major Responsibilities: Under the supervision of Cash and Basic Needs Coordinator, Senior Cash and Basic Needs Manager will be responsible for performing the following,
Program Quality and Implementation
+ Provide required technical support to CBN program across the country in Northwest, Southeast, and Rakhine where IRC do the interventions.
+ Conduct the required follow-up with CBN field sector leads regarding the project planning, implementation and achievement against the plan.
+ Conduct quality assurance and relevancy of the CBN tools against each context and projects in coordination with relevant field CBN sector leads, CBN MEAL focal and partners.
+ Lead the partner engagement process during the project designing stage with the development of partner SoP, Workplan and SoW during the planning stages.
+ Support in the development of concept notes and proposals relating to the CBN programming across the country, and continuation from emergency to long-term response, including budgets, logical frameworks, relevant indicators.
+ Review the program related reports released by MEAL department and partner such as assessment reports, On-Site Monitoring, PDM and Indicators result reports.
+ Support the field team in identification of target communities, selection, and monitoring of the most feasible CVA modalities and mechanisms, according to the needs and operational context.
+ Engage with the team and finance in preparing the spending plan and spending forecast.
+ Support in FSP and partner mapping for potential CVA intervention in the country.
+ Co-lead engagement with various interagency coordination forums including Cash Working Groups and identification of strategic partnerships aligned with IRC approach.
+ Coordinate with MEAL team in keeping track of program achievements and preparation of the required reports.
+ Coordinate with other IRC’s sectors (Protection, WASH, Health & WPE) focal to develop capacity building plan for integrated programming.
+ Ensure that all the program related files are systematically and safely stored according to IRC’s data protection protocols.
+ Perform other duties as required by the supervisor.
Partnerships and Representation
+ Overall technical support to the partners across programing areas.
+ Arrange necessary technical support training to partners such as CVA Core-Concepts, CASH Toolkits and other capacity building training courses.
+ Lead the engagement of partner SoP development prior to the project implementation and making necessary adjustments on Toolkit.
+ Conduct regular follows with the partner and team for activities updates, key challenges to provide required technical support in the process starting from assessment, distribution to learning phases.
+ Deliver capacity-building sessions to partners/ new team members and community mobilizers as needed.
Monitoring, Evaluation, Accountability, and Learning (MEAL)
+ Ensure required reports to make programmatic decisions are released in timely manner.
+ Ensure that appropriate monitoring and control systems are in place throughout the implementation both by partner and internal IRC team.
+ Ensure data collections across programming areas are completed in the quality manner and conduct the data validation, ensuring they are done properly in collaboration with MEAL.
+ Ensure the planned and achieved targets for all programming areas are reflected in the tracks and dashboards in coordination with MEAL Focal.
+ Review assessment's reports, narrative and case studies and keeping track of the all the program related documentation throughout the implementation.
Reporting
+ Assist the CBN Coordinator in narrative and donor reporting.
+ Provide a timely report about arising needs, implementation progress, partner updates, distribution progress and key challenges across all CBN programing areas.
Professional Standards
+ Complete other duties as assigned by the supervisor to enable and develop IRC programs.
+ Adhere to the IRC Way Standards for Professional Conduct and the IRC country employment policies.

Qualifications
Education:
+ A bachelor / master university degree in International Development, Business Administration, Economics, or Humanitarian Development Studies is preferred.
Work Experience:
+ At least 5-6 years of relevant work experience in cash and voucher assistance programming and/or other humanitarian and development programmes with demonstrated experience in both direct implementation and working with local partners.
+ Knowledge and experience in implementing humanitarian or development projects, especially in conflict- affected contexts.
Demonstrated Skills and Competencies:
+ Willingness to travel to earthquake affected areas within Myanmar is required
+ Proven ability to work well with attention to details and promote teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure with professional grace is required
+ Proficiency in Microsoft Office suite, including Word, Excel and Outlook.
Language Skills:
+ Fluency in English and Myanmar (written, spoken, comprehension) is required
