Duties Description Under the supervision of the Park Manager, the incumbent will be responsible for performing and overseeing complex accounting, auditing, and financial reporting tasks to ensure compliance with applicable laws, regulations, and policies. Duties include, but are not limited to:• Prepare, review, and analyze financial statements, ledgers, and other financial reports.• Maintain and reconcile accounting records, including general ledgers and subledgers.• Verifies, classifies, and codes financial transactions for input following Generally Accepted Accounting Principles (GAAP) and applicable laws, rules and regulations.• Review financial transactions and supporting documentation for accuracy and completeness.• Performs and oversees record-keeping and required fiscal reporting for State and federally funded agency programs by interpreting guidelines, instructions, and monitoring schedules and reports.• Assists in budget preparation by compiling necessary data.• Monitors revenue collection to determine if revenue goals are being met.• Recommends revisions and assists in the evaluation of accounting or auditing methods and procedures.• Assists in determining if new or revised procedures are required.• Updates or assists in updating systems and procedures and supporting schedules, forms and reports in response to changes in law.• Designs or assists in the design of special accounting schedules, forms, and reports and recommends changes as needed.• Provides advice and assistance to impacted State and local jurisdictions, and private sector concerning accounting matters. Advice is based on GAAP principles, theories, concepts, and practices, and relevant body of laws, rules, and regulations.• Communicate and explain program status, accounting system and procedures followed, and the implications of legislation on assigned accounting program.• Provides advice and assistance to accounting personnel in other jurisdictions on applicable accounting regulations, methods, and procedures prescribed.• Answers questions and resolves problems from program staff regarding financial or accounting requirements.
Minimum Qualifications Civil Service examinations are not required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS*) Program:Non-Competitive Qualifications for appointment under NY HELPS Program:For appointment to the ACCOUNTANT TRAINEE 1 you must have:A bachelor's or higher degree in accounting, auditing, or taxation.ORA bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses.*Note that courses such as business law, economics, statistics, and most finance courses, although taken as part of an accounting curriculum, cannot be counted toward the 24 semester credit hours.For appointment to the ACCOUNTANT TRAINEE 2 you must have:All requirements for appointment to Accountant Trainee 1 AND• A master’s degree or higher degree in accounting, auditing, or taxation.OR• One year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.For appointment to the SENIOR ACCOUNTANT (full journey level) you must have:All requirements for appointment to Accountant Trainee 2 AND• Two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.OR• A master's or higher degree in accounting, auditing, or taxation AND one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles.OR• A currently valid Certified Public Accountant license and registration issued by New York State.Competitive Minimum Qualifications:You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program (see below), or eligible to transfer to this title under Section 70.1 of the Civil Service Law.

Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June11, 2025. Notification to employees regarding a change in their status is forthcoming.
