About the Programme

 

Palladium is developing a proposal to implement a stabilization project in Syria. We are recruiting a project Security Manager (SM) to manage the security setup of the programme to enable a stable and effective environment for programme delivery. The SM will report to the programme Deputy Team Leader.

Position Summary

 

The Security Manager is responsible for managing the security setup of the programme. They will provide close guidance and support to the programme team - based in Damascus - in coordinating all security elements of the programme on a day-to-day basis. The role is expected to be based in Damascus with intermittent travel within Syria and possibly internationally.

This will be a full-time position with an expected start in July 2025. This role is contingent on Palladium being successful in its proposal to deliver this programme.

 

Main Responsibilities

 

·       Develop and maintain up-to-date Standard Operating Procedures for security, including but not limited to evacuation plans.

·       Undertake locational reconnaissance on project locations to develop and prepare security and extraction plans as required.

·       Coordinate travel arrangements for programme staff and consultants traveling to Syria from other countries and within Syria. Liaise with staff, consultants, and Palladium’s national and global safety and security team to ensure personnel safety.

·       Provide security briefings to travelers arriving in Syria.

·       Manage security arrangements of programme activities, workshops, and meetings for project staff.

·       Manage relationships with security providers and procure security products and services required by the programme. This may include liaising with Close Protection Officers.

·       Monitor the security dynamics and risks in Syria, reporting regularly to the programme team as required and coordinating with Palladium’s global safety and security.

·       Act as a key point of contact for any security concerns for both local and international staff.

·       Contribute to the programme’s risk management procedures.

 

Key Competencies and Requirements

 

·       Highly experienced in establishing security protocols and procedures in new settings.

·       Demonstrable experience of security management in Syria. Experience in international development and humanitarian programming is highly desirable.

·       Excellent organizational skills, attention to detail, and planning skills, demonstrated in professional and high-risk settings.

·       Excellent written and oral communication skills, and ability to research information and present it concisely.

·       Fluency in Arabic and English.
