The Role:
The Scope System Beneficiary Registrar is responsible for ensuring accurate and timely registration, verification, and data management of beneficiaries using the SCOPE platform in coordination with WFP and other stakeholders. The role ensures that vulnerable populations are properly captured and supported through World Vision’s assistance programs. The incumbent will also help with other Food and Cash distribution activities that may be assigned by the Team leader occasionally.
Key Responsibilities:
Beneficiary Registration & Data Management
Conduct beneficiary registration and data updates in the SCOPE system, including biometric data collection (fingerprints, photos).Coordinate registration activities with community leaders and local authorities to ensure inclusive targeting.Prepare and maintain accurate and up-to-date beneficiary lists and reports.Support the implementation of beneficiary targeting, validation, and verification exercises.Ensure compliance with data protection standards and World Vision’s safeguarding and accountability policies.Troubleshoot field-level issues with devices and registration processes; escalate technical problems when needed.Field Operations and Support
Set up registration kits and ensure all equipment is functional before field deployments.Work closely with local authorities, community leaders, and protection focal points during registration exercises.Support crowd control, manage registration queues, and assist vulnerable individuals during registration.Identify and flag duplicate or suspicious records and escalate to supervisors as appropriate.Data Management and Reporting
Ensure data integrity and timely synchronization of registration data to the central server.Keep track of daily registration figures and submit activity reports as required.Maintain the confidentiality and security of beneficiary data per WFP and WVI data protection standards.Report technical or operational issues promptly for troubleshooting and resolution.Safeguarding of WFP SCOPE Assets is a MUST
Food and Cash Assistance support
Support in food and cash distribution activities across target villagesParticipate in the prevention of aid diversion, in all stages of the project cycle. Support in Monitoring field distributions to ensure they are in line with approved beneficiary lists and standards.Identify and report any irregularities or issues such as fraud, exclusion errors, or protection concerns.Help ensure that community feedback and complaints are captured and addressed appropriately.Qualifications and Experience
Bachelor’s degree in IT, Social Sciences, Statistics, or a related field.At least 1–2 years of experience in data collection, digital registration, or humanitarian operations.Previous experience with WFP SCOPE platform or other digital registration tools is highly desirable.Comfortable using Android tablets, laptops, fingerprint scanners, and mobile applications.Fluency in Somali and working knowledge of English.Strong attention to detail, accuracy, and ability to work under pressure in field conditions.Minimum 2 years of experience in digital data collection, humanitarian registration, or beneficiary management.Familiarity with food assistance or cash-based programming in emergency settings.Experience in monitoring, community feedback, or MEAL-related tasks is an asset.Working Environment:
