Summary This SAFETY AND OCCUPATIONAL HEALTH MANAGER position, is located within the Safety Office at an Air National Guard unit and is part of the CA 129 RQW. Responsibilities THIS IS A T32 EXCEPTED SERVICE, INDEFINITE POSITION Selectee may be non-competitively converted to permanent status if/when funding becomes available or position becomes unencumbered. The primary purpose of the SAFETY AND OCCUPATIONAL HEALTH MANAGER, GS-0018-12, is to assess the effectiveness of specific programs, projects or functions, and often involves the development of safety and occupational health criteria and procedures for agency activities. Work products impact on a wide range of agency safety and occupational health program activities. May make additional selections within 90 days of eligible(s) issuance. Requirements Conditions of Employment CALIFORNIA NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in the California National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Military technicians must be assigned to a military position in the same unit which they are employed or, in a unit that is supported by the employing activity. Military technicians must hold the military grade specified for the position. Priority Areas(s) of Consideration: Priority consideration is first given to the areas below. AREA I= Current California National Guard employees who are serving on a Permanent/Indefinite/Temporary appointment. AREA II= Current California National Guard members. AREA III= Current military members of the Air Force/Army National Guard, Air Force/Army Reserve or Air Force/Army Active Duty. (Applicants who are currently in other Air/Army branches and NOT currently a member of the California National Guard (CNG) must become a member of a compatible unit of assignment within the Air Force CNG commensurate with the military grade listed in this announcement prior to federal assignment). Military Grades: E-7 or E-8 Recruitment/Relocation Recruitment/Relocation Incentive MAY BE authorized, subject to funding and approval. PCS Relocation Costs IS NOT authorized based on determination that Permanent Change of Station (PCS) move is not in the Government best interest. Must maintain appropriate level of security clearance. Must wear appropriate military uniform including required grooming standards. Must maintain a compatible military unit, grade and job assignment as required by current directives. Participation in direct deposit is mandatory. May be required to wear special protective clothing such as coats, boots, vests, gas masks, and/or helmets and may be exposed to high levels of noise such as aircraft engines. Security Clearance: at a minimum a National Agency Check is required. Qualifications SAFETY AND OCCUPATIONAL HEALTH MANAGER, GS-0018-12: Must have at least one year of specialized experience, equivalent to at least the GS-09 level, involving the application of industrial construction standards, methods, practices, techniques, materials, equipment, and utility systems sufficient to determine compliance with building safety standards and devise hazard control measures applicable to airport ground facilities and supporting industrial shops; Knowledge of psychological and physiological factors sufficient to develop a ground aviation safety education activity for supervisors and employees, to motivate maintenance personnel to apply safe working practices and to persuade supervisors to accept changes or modifications where required to achieve a safe working environment; Performing safety and occupational health principles, practices, procedures and standards applicable to a full range of complex safety and occupational health management responsibilities at a military aviation installation and requiring the planning, organizing, directing, operating and evaluation of a safety and occupational health program related to ground aviation, industrial and marine operations; Performing aviation maintenance work processes and support equipment, airport ground operations, facilities and runway maintenance techniques, and industrial work processes.
