The purpose of the post is to effectively support the Water, Sanitation and Hygiene technical team in World Vision South Sudan, both emergency response and non-emergency response programming. The candidate will identify, design, support and monitor quality WASH projects in emergency and non-emergency contexts, including strengthening coordination in the WASH sector by providing technical support to Word Vision South Sudan WASH sector at State levels.
Under the supervision of the Country WASH Program Manager, the WASH coordinator will take the lead in representing Word Vision South Sudan’s (WVSS) WASH programme internally and externally. She or he will participate in coordination mechanisms and in coalitions with the ultimate aim to promote and strengthen WVSS WASH program in South Sudan. S/he will work closely together with the WASH project managers and officers located throughout the country, as well as with the WVSS senior leadership and WV specialists in the World Vision support offices and the international partnership office
MAJOR ROLES/RESPONSIBILITIES:
TECHNICAL LEADERSHIP AND TECHNICAL INPUT:
Lead in designs and production of accurate BoQs and bid documents for procurements and quality supervision of works.Support field-based staff to ensure that projects adhere to set sector standards (donor, government, cluster, etc.).Undertake periodic project monitoring and technical backstopping, which could mean secondment to other field offices to support/lead a project for some weeks to fill critical gaps.Coordinate the implementation of the WVSS WASH Business plan, including identifying on-going priority areas.Define WASH focus areas relevant to WVSS ministry and in accordance with the practical and strategic needs of children in the field.Lead contextual sectorial analysis to inform strategy and programming in the areas of operation.Ensure integration with other sector and departments to optimize resource use and program impact.Coordinate the pipeline requests to the cluster core pipelines and actively liaise with UNICEF on IOM on this.ENGAGEMENT AND NETWORKING:To actively engage with various WASH networks (within and outside WV Partnership) in the States where she’s deployed and regularly update the National Office.Ensure representation on relevant humanitarian cluster and technical working groupsBe WVSS focal point for the WASH cluster and lead all communication with the WASH clusterResponsible for the 5W, 4Ws reporting to WASH Cluster, Monthly construction tracking tool updating, reporting and other reports.Represent WV in sector specific national and regional forums deemed necessary for quality programming and profiling WVSS.Participate in interagency needs assessments (IRNAs) as relevant to WVSS program strategy.GRANT ACQUITISION AND RESOURCE MOBILISATION:Provide technical support in needs identification and assessments.Provide technical support in resource acquisition and project design.Develop realistic project budgets in line with project proposal narrative.Lead the process of acquiring support from the cluster Core Pipeline.Ensure proper management, tracking, information and reporting of donated core pipeline supplies and other gift in kind (GIK).Any other reasonable assignments within the roles as may be assigned.REQUIRED EDUCATION/KNOWLEDGE FOR THE ROLE:Bachelor’s Degree, Higher Diploma or equivalent in the above field of study, at least 5 years of continuous hand-on experience with NGO in both Humanitarian Emergency and development contexts. Competency in the use of design software such as AutoCAD, ArchiCAD, EPANET, GIS and any Hydraulic modelling applications.Building and Civil Engineering, Environmental Engineering, Hydrology, Water supply Sanitation Engineering, Public Health Engineering or any related course.Applicant Types Accepted:
