This position serves two primary functions: Supervisor of daily activities for calculations estimates and administrator of the program designed to cleanse records of member accounts considered to be dormant. As supervisor of staff conducting calculation department estimates, the incumbent will guide and provide daily direction for completing estimate calculations and related activities. Working closely with the centralized training, incumbent will provide the training and documentation necessary to ensure member estimates are correctly calculated in compliance with all applicable laws and regulations. This position will work closely with the Payments Supervisor to monitor workflow and make adjustments as necessary to meet and set priorities and goals. The Estimates Supervisor will also be responsible for QA audits. As administrator of the Dormant Account program, the incumbent will continue the work started through the Abandoned Accounts project, building on existing protocols to develop a program that will cleanse the existing records and identify and create ongoing processes to prevent accounts from becoming dormant in the future. The position serves as the technical expert for the program and coordinates all cross-departmental PERA activities. Once new hire training is complete, this position is telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligible and offers hybrid work schedule which may include telework up to 50% of the scheduled workdays each month, based on agency and department needs and other dependencies. Scheduled in-office work days are at PERA’s office building in St. Paul, Minnesota. Candidates located outside the state of Minnesota and more than 50 miles from PERA’s St Paul office are not eligible to telework and would be required to report to the office full-time. **Minimum Qualifications** **_*Only applicants whose application and resume clearly demonstrate fulfillment of each minimum qualification listed below will be considered for this position. Also indicate the beginning and ending month and year for each job held._** *Four (4) years of professional level experience demonstrating the ability to perform complex calculations, benefit interpretation and counseling, reading and interpreting statutes, rules and regulations, that includes at least two (2) years of demonstrated leadership experience Demonstrated leadership experience may include any of the following: + Experience as a supervisor, team lead, lead worker, OR project lead + Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI) + Completion of a similar or equivalent leadership development program through another organization * A Master’s degree in Business Administration, Accounting, Finance, Math, or Public Administration may substitute for 1.5 years of experience. A Bachelor’s Degree in Business Administration, Accounting, Finance, Math, or Public Administration may substitute for one (1) year of experience. Years of experience must also demonstrate the following: + Ability to plan, develop, and organize available resources to obtain department goals and objectives, including policy and planning responsibilities + Ability to motivate, monitor, coach, and/or provide constructive feedback to employees. + Ability to perform and audit complex calculations and provide benefits estimates Oral and written communication skills sufficient to communicate complex concepts and make effective presentations to a variety of audiences including management, employees, and stakeholders + Proficiency in using Microsoft Word, Excel, Access, PowerPoint, and Outlook; **Preferred Qualifications** + A Bachelor’s degree in Business Administration, Finance, Accounting, Math, or Public Administration + Knowledge of the laws, regulations, and provisions of the Minnesota merit system and current labor-management contracts + Knowledge and experience working with Federal and State programs, and applying State and Federal Laws and Regulations, including Minnesota Statutes Chapters 353 and 356 **Physical Requirements** Requires occasional lifting and carrying of articles such as file folders, ledgers, and small office equipment.
