GENERAL DESCRIPTION:
The purpose of the position is to provide guidance, support and technical assistance to state and local public health departments and communities to prepare, prevent, respond, and rapidly recover from public health threats critical to protecting and securing the nation's public health; coordinate public health emergency preparedness and response efforts to prevent epidemic and pandemic outbreaks of contagious diseases, protect against environmental hazards, prevent injuries, promote healthy behaviors, and assure the quality and accessibility of health services before, during and after an incident; oversee recovery from incidents such as infectious diseases, biological, chemical, nuclear, radiological incidents and terrorist attacks and manage response funding to support recovery.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
+ Completes, evaluates, maintains, and updates as appropriate Public Health Emergency Preparedness and Response Plans
+ Participates in the design of planning exercises to test the efficiency of Public Health emergency response plans.
+ Ensure compliance with the federal emergency programs.
+ Responsible for short and long-term planning related to the agency's COOP plan
+ Lead interdisciplinary collaborative workgroups to achieve a comprehensive process.
+ Direct workgroup activities through analysis and interpretation of plan status reports to determine challenges and possible solutions.
+ Communicate complex technical concepts in lay terms; ensure clear and concise communication between program and stakeholders.
+ Coordinate EMAC requests for health and medical resources
+ Provide technical assistance to Public Health Response Coordinators (PHRC)
+ Other duties as assigned
Qualifications
PREFERENCES:
Preference will be given to candidates with planning and response experience.
KNOWLEDGE:
+ Knowledge of effective process management principles and techniques; of principles and practices of organizational development; and general emergency management principles.
+ Skills in planning, implementing, and evaluating multidimensional projects; developing plans, curriculum meeting materials, and training materials; utilizing office computers and software; use of multiple means of communication; use of multiple means of communication, including telephone, cell phone, satellite phone, fax, and radio.
+ Ability to communicate effectively using both written and spoken methods; prepare for, speak effectively, and make public presentations; establish and maintain effective working relationships; function effectively during an emergency in a high-stress environment for extended work periods; to travel to complete job responsibilities.
+ Experience working with and/or a thorough understanding of Public Health Emergency Preparedness Planning.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree
Experience:
0-3 years of progressive work experience (typically in Emergency Preparedness) with acquired knowledge at the level of an Emergency Preparedness Specialist I
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Emergency Preparedness) with acquired knowledge at the level of an Emergency Preparedness Specialist I

PHYSICAL WORKING CONDITIONS:
+ Work is performed in an average office setting with an occasional warehouse setting.

+ The Wyoming Department of Health is anE-Verify (https://www.e-verify.gov/) employer.
+ Agency may require FEMA courses and/or Master Exercise Practitioner (MEP) certification.
+ Applicants must have the ability to qualify for a Secret Security Clearance.
+ Additional certifications and/or licenses may be required by the agency.
