Duties Description OTDA's Bureau of Data Management and Analysis (BDMA) works with program and policy staff in OTDA and local districts to provide analysis to support information-driven decision making in policy, program and budget development, to assist in monitoring and improving program operations and outcomes and to comply with the OTDA’s with state and federal mandated reporting requirements. BDMA focuses on the Supplemental Nutrition Assistance Program (SNAP), cash and rental assistance, home energy assistance and other food, employment and assistance programs for families and individuals during periods with low or no income.Under direction of a senior Research Scientist, the Research Scientist 2 will: • Institute and apply data analytic techniques to create research-ready data from large administrative datasets and other data• Use research-ready data to conduct research about client and local social service agencies and provide analysis of the impact of administrative and policy actions on key client outcomes such as benefit spell lengths and benefit levels, employment rates and economic well-being• Assist with designing, monitoring and conducting experimental and quasi-experimental research designed to uncover appropriate program interventions and to assess the effectiveness of OTDA public benefit and related human services programs, client behavioral responses to program interventions, and Agency messaging and outreach efforts.• Evaluate and synthesize external research such as literature review and summary, including developments in analytic methodologies, relevant to administering human services programs.PREFERRED PROFESSIONAL RESEARCH EXPERIENCE:• Experience designing and performing research described above with SAS, SQL, SPSS or R• Experience with large administrative data sets • Conducting or participating in program evaluation• Designing and executing reporting using SAS, SQL, SPSS, or R• Experience with research on longitudinal program utilization and outcomes. • Experience or knowledge of the design and implementation of experimental and/or quasi-experimental impact evaluations is also preferred, especially as applied to human services or related program areas.
Minimum Qualifications Candidates must possess a bachelor’s degree and three years of professional research experience in an appropriate field (statistics, economics, sociology, social sciences, public administration or closely related field); or a master’s degree and two years of such experience; or a doctorate in the appropriate field and one year of such experience.
