Summary This position is part of the Defense Human Resources Activity. The incumbent is responsible for the required knowledge of the missions and functions of SAPRO and practical knowledge of the principles, theories, practices, and procedures for conducting analysis and evaluation. Devises methods of capturing, retrieving, and manipulating all required data to meet suspense dates. Responsibilities As a RESEARCH PSYCHOLOGIST (SAPRO) at the GS-0180-14 some of your typical work assignments may include: 1. The incumbent is responsible for the required knowledge of the missions and functions of the DoD Sexual Assault Prevention and Response Program and practical knowledge of the principles, theories, practices, and procedures for conducting analysis and evaluation. 2.Serves as the Deputy Defense Sexual Assault Incident Database (DSAID) program manager and chairs the DSAID Change Control Board Subcommittee. Oversees the design, development, modification, and implementation of the DSAID . Leads DSAID change management and the annual release plan development. 3. Oversees tasks tracking for operational tasks related to DSAID and manages documentation associated with the change management process. Implements risk mitigation strategies at the operational level, ensuring that risk management plans are executive effectively. Coordinates with network engineers to maintain, develop and implement policies and procedures for ensuring the security and integrity of the DSAID database. 4. Serves as the primary analyst for statistical data received from the DSAID and other DoD data sources, directly overseeing Annual Reports to Congress and other such requested information. Works with DoD stakeholders in using DSAID by generating reports, resolving issues within the database and identifying new requirements. Creates format for forms, spread sheets, charts, graphics, data dashboards, and other data displays, and chooses the proper vehicle for reporting required data and statistical analysis. Formulates, compiles, and presents the organization's reporting requirements to senior Defense officials, the Military Services, and Congressional Committees. 5. Designs and manages SAPRO's suite of program performance metrics with input from DoD leadership, applicable laws, policies, and programs. Oversees other staff and/or works with DoD data systems (e.g., ADVANA, DSAID) to identify key metric elements, lead and lag measures, and reporting approaches to demonstrate program progress, desired outcomes, and opportunities for improvement. 6. Serves as subject matter expert to advise in the planning, oversight, and execution of SAPRO research projects and SAPRO's DoD-wide research agenda to answer questions of interest from DoD leadership and Congress relating to the DoD sexual assault prevention and response program. Requirements Conditions of Employment Qualifications You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: 1. Translating complex scientific results into actionable plans to improve victim recovery from sexual assault, deter offenders, reduce the impact and prevalence of sexual violence, and inform a variety of agency activity to enhance victim care and assistance. Applying expert knowledge of the psychological principles, theories and uses of research design, assessment methods, survey methodology, human behavior change, and integration of new findings into prior research; 2. Applying a variety of analytical methodologies in order to conduct assessment projects, oversee studies, and design metrics to assess sexual assault prevention, response, and other related topics at the national or international level; 3. Collecting and conducting analyses on data directly extracted from a variety of sources. Ensuring that results are replicable, reliable, and following accepted scientific standards; 4. Developing and executing a process for the systematic review, collaboration, analysis, and dissemination of sexual assault related data and research within and throughout the Department of Defense and/or the military Services. Drafting, assessing, and updating research agendas or similar documents to better align organizational research in a military or federal setting; 5. Managing projects through various phases to completion. Defining and articulating projects in Project Plans, contractual Statements of Work, and/or other types of documents intended to organize and deliver work products. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses. Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable. When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing.
