Summary This is a public notice flyer to notify interested applicants of anticipated vacancies through the Direct Hire Authority for Certain Personnel/Modified DHA. Responsibilities You will build relationships to form and lead collaborative planning teams drawing from echelons to identify Joint operational and infrastructure requirements. You will have a strong knowledge of military construction and unspecified minor construction requirements and limitations. You will lead collaborative planning and process shaping, validating and synchronizing Service Component infrastructure requirements needed to meet Joint effects as described in the Theater Posture Plan (TPP). You will have expert knowledge of analytical and evaluative methods on a variety of construction project evaluation processes, procedures, data, issues, positions, plans, policies and guidance. You will resolve policy issues, provide guidance and develop new policies to resolve problems where complexity is such that solutions were unable to develop at lower levels. You will meet and contact officials and be able to speak and write professionally on the various integrated systems and establish internal/external procedures in written form on programs and projects under his/her cognizance. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the Federal service or equivalent experience in the private or public sector developing recommendations for business management policies, business process analysis methodologies, concepts, practices and principles. Examples of specialized experience should include the following: Developing action plans or recommendations that produce operational requirements, infrastructure requirements and construction project lists to identify capability gaps. Assisting with generating written directions, guidelines, and applying theatre planning guidance that identifies specific infrastructure requirements for site surveys to determine infrastructure shortfalls. Practicing interdisciplinary approaches that incorporate planning, budgeting and execution to identify infrastructure gaps, strategies, design and funding requirements to construct facilities needed to achieve and support posture initiatives and operational timelines. Providing advice to posture planners, logisticians, engineers on impacts of policy decisions, strategic guidance, operational requirements affecting or altering military construction programming, milestones, timelines and funding. Education Additional Information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. This position is eligible for ad-hoc/situational telework at the discretion of management. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
