MMCAP Infuse is a governmental cooperative purchasing organization for government facilities in all 50 states. MMCAP Infuse is operated by the State of Minnesota's Department of Administration - Office of State Procurement ( https://mmcap.gov/ ). We are seeking a Report Developer to provide analytical support of data used by MMCAP Infuse. In this role, you will construct core and ad hoc reports; build and maintain the core dashboard and reporting for MMCAP leadership, staff, and members; and provide web portal content related to analytics and reporting. By demonstrating subject matter expertise, you will conduct research, data mining, and complex analysis. This includes conducting studies in the specialized field of pharmaceuticals and other related healthcare products and services; determining methodologies and making recommendations for major studies which may have statewide and/or national impact; working with the team on difficult statistical or analytical research; and providing technical advice and assistance to team members. This position is eligible for up to a 50% hybrid telework arrangement. With a telework arrangement, additional onsite attendance may be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required. Please review the Telework Policy (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for details. **Minimum Qualifications** The following qualifications are required of all applicants seeking consideration for this position. Only applicants whose application materials clearly demonstrate fulfillment of each of these minimum qualifications will be considered for the position. + Two (2) years of experience navigating complex data flows, including the retrieval, manipulation, and delivery from multiple disparate sources into a business-friendly output of information. + A Master's degree in computer science, information science, or related field may be substituted for 18 months of experience as described. + A Bachelor's degree as specified above may be substituted for one (1) year of experience as described. + An Associate's degree as specified above may be substituted for six (6) months of experience as described. + Skill in designing, writing, and testing data queries. + Ability to determine reliable sources to complete research projects on a variety of topics related to the Group Purchasing Organization (GPO) industry. + Ability to communicate complex information to a variety of audiences with varying degrees of technical understanding. + Advanced knowledge of Microsoft Excel to extract and manipulate data and create reports. + Strong analytical skills that demonstrate the ability to extract and manipulate data, create reports, interpret large complex datasets, identify, recommend functional requirements, and communicate inconsistencies or actional solutions. + Strong problem-solving skills, critical thinking, and demonstrated attention to details. **Preferred Qualifications** + Experience working in the healthcare or pharmaceutical field. + Project management skills and ability to outline, organize, coordinate, and lead large research projects. + Knowledge of laws surrounding GPOs. + Knowledge of price negotiations in GPOs. + Experience using Crystal Reports. + Experience using Tableau Desktop. + Experience with state procurement/contracting processes, statutes, and policies. **Additional Requirements** Successful applicants must pass a criminal background check through American DataBank and employment reference checks (where applicable) prior to employment.
