Remote Head of Supply Chain Management

Siemens Government Technologies, Inc. seeks an experienced Head of Supply Chain Management (SCM) to manage the entire supply chain of direct and indirect procurement for the Digital Solutions (DS), Building & Energy (B&E) and Energy Savings Performance Contracts (ESPC) business operations. The Head of SCM aligns targets and procurement plans with VPs of operations, project managers and ensures respective implementation. The position reports disciplinarily and functionally to the CFO of Siemens Government Technologies, Inc.
Responsibilities:The objective of the Head of SCM is to execute Government FAR compliant procurements, reduce the supplier related risks and drive the defined cost and productivity targets for SGT. Successfully lead procurement specialist professionals as direct reports, defines processes, workflows, job requirements and relationships to obtain optimum effectiveness for the procurement function supporting customer deliveries. Area of responsibility has significant impact on the overall success of the business strategy, operational performance (i.e. delivery reliability, quality, risk mitigation), innovation and cost reduction targets:•Develops, aligns and implements procurement plans and strategies cross-functionally•Manages direct and in-direct purchasing volume for the company•Ensures FAR compliant procurement practice•Drives productivity through effective procurement levers (e.g. negotiation, cost transparency, sourcing) as well as improvement of free cash flow (e.g. payment term optimization) while building a vendor pool for trusted partners•Works with Business Development and Operations to develop a strong pool of suppliers and subcontractors to ensure skilled and capable partners for a variety of focus areas.•Ensures improvement of supply chain resilience, ensures effective supply capacity management•Participate in the bidding process to provide cost insights, suppliers capability to deliver and mitigate risk associated with commercial terms•Provide input for supplier quotes optimization, BoM assessment, lead time reduction and on-time improvement•Execute procurement strategies and manage supplier relationships for the SGT product lines to ensure supply from suppliers to ensure contract execution as committed •Identifies requirement needs according to business priorities and allocates SCM resources effectively•Communicates and coordinates with suppliers and internal customers regarding complex deviations/changes of schedules and requirement•Collaborates with CFO for SGT business, VP Ops and Business Development, to establish best-in-class Supply Chain Management processes focused on productivity, quality, delivery reliability and innovation•Ensures effective and timely execution of supplier claim management activities•Ensures suppliers adhere to contractual obligations for compliance•Troubleshoots and resolves complex problems within multi-departments and/or cross-functional areas •Applies supply market intelligence, commercial and technical trends to drive material cost productivity•Ensures transparency on supplier level as well as reports relevant procurement KPIs, drives and implements sourcing decisions•Drives digital transformation of SGT procurement organization and leverages opportunities of digitalization to increase effectiveness of activities•Implement governance for procurement based on corporate regulations•Establish supply chain management and vendor management policies/guidelines and procedures, implement and reinforce those policies and procedures•Gains commitment from SCM team and cross functional teams to agreed planning, strategy or vision•Actively evaluates employee performance (“WHAT” and “HOW”) and develops personnel for future business needs and career moves
Required Knowledge/Skills, Education, and Experience:•At least 10 years working in supply management, procurement, supplier quality management, Operations, US Government FAR procurements•Understanding of products and services that Siemens Government Technologies requires to satisfy customer requirements (e.g., building automation control, fire alarm systems, electronic security systems, power conversion and production, low voltage electrical products and software services).•Understanding of BAA and TAA compliance and how to hold suppliers accountable •Understanding of CMMC requirements and how to hold suppliers accountable•Experience demonstrating strategic procurement skills in the areas of sourcing, advanced negotiation concepts, cost transparency, design-to-cost, cost value engineering, supplier development and supplier relationship management •Knowledge of supply chain within construction procurements would be advantageous•Strong written and verbal communication skills on senior management and executive level - including expertise in presentations•Demonstrates intercultural skills and drives implementation of procurement plans with direct reports and or cross functional team members (Business Development, Operations, Project Management, Finance, etc.) •Proven ability to align with business partners on objectives and priorities as well as collaborates cross-functionally •Experience applying advanced knowledge of concepts, practices, and procedures for area managed and expert knowledge of other areas in the company and how they interact•Drives a culture of best practice sharing and provide feedback on Lessons Learned of past projects to avoid Non-Conformance Costs (NCC) re-occurrence •Experience in managing a team including application of management approaches for work direction, motivation of employees; demonstration of ability to evaluate and develop employees•Advanced knowledge of sourcing process•Extensive experience in contractual purchasing terms and conditions, and its application•Cost Modeling•Managerial and leadership experience •Ability to work in a matrix organization•Advanced data analytics•Good proficiency in spoken and written English
Preferred Knowledge/Skills, Education, and Experience:•Bachelor’s Degree in Engineering, Operations or Supply Chain preferred•Experience in the U.S. Federal Government sector•Hands on ERP experience, Deltek experience preferred
Travel Requirement: •10% to 15% travel within DC area and travel to Crystal City office at least once a month•20% to 25% if located outside of the DC commuting area
Clearance Requirement:•Candidate must be a United States Citizen with the ability to obtain and maintain a U.S. Government Security Clearance
