We are hiring a **Reliability & Equipment Engineer** to provide leadership and support for the facilities at our **Experimental Station Laboratories** research site in **Wilmington, DE** .
This position provides technical support and guidance on reliability engineering, assessment, and monitoring for the campus research facilities and utility process equipment, including mechanical, fixed, electrical, and instrument/control equipment. It involves conducting reliability evaluations on existing equipment and recommending improvements to Operations in equipment maintenance and best practices for asset productivity. As the "go-to person" for Mechanical Integrity and Quality Assurance (MIQA), this role focuses on enhancing equipment reliability through analysis and maintaining current performance standards. The Reliability Engineer will help ensure excellence in Operational Discipline for the site Utility Systems Hazards Management Program.
This position reports directly to the Engineering Manager and maintains regular communication with capital project teams, craft professionals, contractors, site management, internal stakeholders, and the Environmental, Health, and Safety (EHS) department.
**Your Key Responsibilities:**
+ Serve as the Mechanical Integrity and Quality Assurance (MIQA) Site Leader, providing focus on the MI & QA Elements for the Power Operations team.
+ Lead the Utility Systems Hazard Management Committee, track the program element metrics and conduct status reviews with Site Leadership.
+ Provide technical support to Power Operations personnel related to early work identification, monitor operating equipment performance and troubleshoot problems impacting overall equipment health.
+ Work with Power Operations Supervision, Planner and Specialist to develop equipment Standard Maintenance Procedure (SMP) and Standard Operating Procedures (SOP).
+ Review inspection reports, preventive maintenance work orders and analyze data to determine “fitness for service” needs, quality of inspection, appropriate inspection interval and initiate follow-up repair scope development.
+ Manage the equipment criticality and preventive maintenance assessment process to ensure adequate rationale is provided to develop and manage the MIQA Program, including critical spare parts, updating the SAP CMMS data, inspection plans and frequencies, and maintenance procedures.
+ Support mechanical turnaround/shutdown teams by providing input and leadership on inspection and repair procedures, particularly for rotating equipment.
+ Work with the site inspection group to ensure appropriate inspection technologies are being used and assess quality of inspection plans. Optimize inspection plans through Risk Based Inspection (RBI).
+ Support capital projects by participating in selection of equipment “fitness for use” criteria and specifications to optimize equipment/system reliability and life cycle cost. Also provide technical support for QA/QC, installation, and start-up of all new critical equipment. Ensure that the site project systems are defined and meet QA and MI requirements.
+ Develops and monitors the Site MIQA Manual.
+ Manages and coordinates activities of the Site MIQA Heat Map and Action Plan Process.
+ Apply engineering theory, practices, and principles to perform failure analysis, such as RCFA and 5-Why, to determine root cause of equipment failures and conduct equipment performance evaluations.
+ Develop and implement equipment asset plans using Reliability Centered Maintenance (RCM), Risk Base Maintenance (RBM), Failure Modes Effects Analysis (FMEA+) and other reliability techniques.
+ Analyze equipment trends, historical data, field data, and Uptime/OEE data to recommend and justify improvements to obtain lowest life cycle cost on different classes of equipment.
+ Analyze equipment criticality and develop/improve maintenance strategies and spare part strategies to prevent a failure event and ensure uptime of equipment operation.
+ Calculate/provide appropriate metrics and KPIs to area and site to drive reliability improvement, such as: Mean Time Between Failure (MTBF), Mean Time to Repair (MTTR), Worst Actors, etc.
+ Calculate/provide appropriate metrics and KPIs for area and site to drive excellence/improvement in maintenance processes such as the Big Ten: %PPM non-Compliance, Scheduling Efficiency, % Planned, etc.
+ Provide leadership, coaching, and support to area technicians in preventative-predictive maintenance programs (lubrication, vibration, thermography, etc.)
+ Provide leadership, coaching, and support to area API Inspectors related to predictive maintenance (e.g., nondestructive testing) and repair activities as needed.
**Qualifications:**
+ BS degree in Engineering, Mechanical Engineering preferred, with a minimum of 3-5 years industrial maintenance experience.
+ Strong knowledge of preventive maintenance programs and the tools associated with failure detection (i.e., vibration analysis, oil monitoring, and thermography) as well as the associated software.
+ Knowledge and skill with Predictive Maintenance tools (e.g., fixed equipment diagnostic technologies/nondestructive testing).
+ Familiarity with process equipment such as tanks, vessels, piping, valves, and rotating equipment (compressors, fans, pumps, turbines).
+ Advanced personal computer skills and computerized maintenance management systems (CMMS).
+ Data analysis techniques and statistical interpretation skills.
+ Ability to plan, prioritize and implement multiple concurrent projects/initiatives.
+ Strong interpersonal skills (oral and written communication) with the ability to act as a “Change Agent” to influence/collaborate with leaders, peers, and technicians.
+ Knowledge of industry regulations, codes, and standards including OSHA 1910:119, ASME Section VIII, ASME B31.1 and B31.3, NBIC, API 510, API 570, API 653.
+ Able to understand and use the Meridium asset performance management reliability analysis tools.
+ Able to navigate and extract information and data from SAP Plant Maintenance (PM) module.
+ Familiarity with reliability analytical tools (e.g., FMEA), Life Cycle Cost (LCC), and failure analysis techniques (e.g., RCFA) with ability to lead an RCFA team.
+ Knowledge of standard MIQA improvement processes (Integration COTs, Site MIQA Heat Map and Action Plan, audits, etc.).
+ Familiarity with fundamentals of nondestructive testing methods such as liquid penetrant testing (PT), magnetic particle testing (MT), radiographic testing (RT), thermal/infrared testing (TIR), ultrasonic testing (UT), vibration analysis testing (VA), visual testing (VT), remote visual testing (RVT).
+ Understands MIQA policy requirements for Process Safety Management, other jurisdictional regulations as applicable, and Recognized and Generally Accepted Good Engineering Practices (RAGAGEP).
