Regulatory Compliance Specialist (Pipeline Safety Compliance)
Overview:
This position is in the Regulatory Compliance department of Marathon Pipe Line (MPL) and will report to the Regulatory Compliance Manager. MPL’s Regulatory Compliance department provides compliance management, oversight, and support services for pipeline assets regulated by the US Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) and equivalent state regulatory agencies. This position will primarily support MPL’s LA Basin and Houston Regions, which includes hazardous liquid and gas pipelines located in California and the Gulf Coast, Southwest, and Rocky Mountain Regions of the US.
Key Responsibilities:
Provide regulatory oversight and support to ensure that MPL’s pipeline systems are operated and maintained in a safe manner and in accordance with federal and state pipeline safety laws and regulations.Serve as a liaison to federal and state pipeline safety regulatory agencies and facilitate pipeline safety inspections, investigations, and audits.Provide regulatory compliance expertise to MPL stakeholders and other MPC components by researching regulations, interpretations, enforcement cases, and agency guidance to assist in making risk-based business and operational decisions. Provide compliance support services to Terminals and Refining regulated pipeline assets.Conduct internal compliance assurance reviews and support the development of mitigation plans for identified deficiencies.Participate in the On-Call rotation for Stop-Help-Start calls to provide regulatory support and guidance and interface as appropriate with federal and state agencies in response to pipeline reportable events.Complete and submit required regulatory reports (e.g. pipeline accident reports).Serve as a Reviewer for Management of Change requests impacting regulated pipeline assets.Education and Experience:
Bachelor’s degree in engineering, natural or physical science, or other relevant studies preferred.Minimum 4 years of experience working with federal and/or state pipeline safety, environmental, and/or safety regulations preferred.Experience in federal and/or state regulatory inspections, audits, and enforcement proceedings preferred.Experience working in the petroleum pipeline and/or terminals industry preferred.Skills:
Ability to work independently, manage priorities, and self-direct activities.Ability to research, analyze, interpret, and communicate complex regulations.Strong written and verbal communication skills, proficient computer skills, and able to write technical reports and procedures.Ability to work in both field and office locations, including traversing uneven surfaces, climbing ladders and stairways, and working outside in adverse weather conditions.Ability to travel approximately 25-30% of the time.Location: Salt Lake City, UT or Long Beach/La Palma, CA
Grade: This position is posted as a Grade 10-11. Other grade levels may be considered pending candidate experience.
