Position Summary: 
Palladium is currently seeking a Data Engineer to support the implementation of the Data for Implementation (Data.FI) award in Eswatini. Data.FI is a five-year global project funded by PEPFAR and USAID, whose goal is to accelerate and sustain access to high-quality data to expedite HIV epidemic control and maintenance. Data.FI is led by Palladium, in partnership with JSI Research & Training Institute; Johns Hopkins University, Department of Epidemiology; Right to Care; Cooper/Smith; IMC Worldwide; Jembi Health Systems; and Macro-Eyes.  

The project is USAID’s primary mechanism for strengthening data, technology, and HIS to support HIV activities. Data.FI aims to improve global, regional, and national in-depth analysis of HIV epidemiologic and programmatic data. The analysis can then be directly applied to expedite the achievement of PEPFAR targets. Data.Fi focus also includes direct support to host-country governments to enhance existing HIS, thereby informing management responses to well-defined gaps in HIV and AIDS programming and sustaining impact by supporting the transition of activities to local partners. The Regional Technical Coordinator is a full-time position based in Eswatini.

Primary Duties and Responsibilities: 

Team Leadership & Support: 

Lead the regional team to ensure optimal functioning of the CMIS and effective delivery of support to the Ministry of Health (MOH). Act as the project POC in the region, supervise staff and evaluate team performance. 

Planning & Coordination: 

Collaborate with the Technical Support Lead to develop work plans, schedules, and timelines. Conduct and coordinate training and mentorship for CMIS users in the region. Work with regional implementing partners (IPs) to enhance CMIS usage and develop a comprehensive and collaborative support supervision strategy for digital health tools.  

Technical Support & Maintenance: 

Coordinate effective networking support, hardware maintenance, and monitor inventory. Coordinate and support the design, implement, and maintain LANs, multiple LANs, or WANs. Coordinate and support configure switches, routers, access points, and related equipment. Perform and oversee software installations and upgrades. Evaluate new network technologies and develop integrated strategies. Monitor network performance using the CMIS usability tracker. 

Communication & Reporting: 

Communicate effectively with all stakeholders including MoH, IPs, facilities to gather system requirements for optimized system functionality.  Establish a communication plan for CMIS users to ensure reported problems are resolved. Maintain a supportive supervision log for technical support to health facilities. Report on the progress of project activities at the regional level and provide weekly and monthly reports.  

Administrative Support: 

Perform administrative support functions for system scale-up and trainings. Support logistics for regional office administration.  

Required Qualifications:

At least 3 years’ relevant experience to similar projects and working teams.  Ability to think logically and demonstrate strong analytical and problem-solving skills. Bachelor’s degree or associate degree in computer science or relevant qualification.  Must be able to pay attention to details. Applying both critical and analytical thinking. Must be able to effectively manage various stakeholders daily. Strong leadership and team mentoring skills. Have a good business and service delivery acumen. Able to multitask and work under pressure. A valid driver’s license.  Must be legally authorized to work in Eswatini
