The Opportunity
As a Regional Technical Advisor (Senior Entomology Manager), you are recognized both within and outside the organization as a thought leader in Entomological Monitoring. Under the supervision of the PMI Evolve Project Director, and part of the Global Support Team (GST), the Regional Technical Advisor will manage and lead insecticide resistance monitoring activities and IRS quality assurance testing, and all other entomology related activities for a portfolio of countries. As one of two Regional Technical Advisor (Regional Senior Entomology Manager) on the project, this position will lead entomology activities in a portfolio of 10 country programs, including two or more programs with no country field offices. This position will be regionally based in Sierra Leone.
Project Description
The U.S. President’s Malaria Initiative (PMI) Evolve Project was awarded to Abt Global on December 19, 2022. The purpose of this contract is to support PMI with the planning, implementing, and monitoring of malaria vector control programs and essential entomological monitoring required to inform vector control decisions.
Core Responsibilities
Serve as the primary point of contact for entomology activities in a portfolio of 10 countries. Support PMI Evolve project countries to review and advise on the entomology components of workplans and budgets. Serve as project manager and lead the work planning process for two or more countries that conduct annual insecticide resistance monitoring either through subcontract partners or local consultants and without the support of country field offices. Provide technical oversight, continuous support and ensure that entomological monitoring activities across the portfolio are conducted at the correct time and in accordance with WHO and CDC guidelines and best practices. Identify and select subcontractors and consultants for entomological monitoring support, develop the SOW (scope of work) and conduct negotiations with contractors. Supervise subcontract and consultant performance, reviewing and approving all technical deliverables. Identify gaps related to materials, test kits, insecticide impregnated papers necessary for activities. Lead the writing, review and submission of entomological monitoring reports in each country. Ensure the content of entomological monitoring reports for technical accuracy and quality.What We Value
Master’s Degree + 15 years of relevant experience, or PhD + 10 years of relevant experience. Master’s degree (minimum), Doctorate degree (desirable), in Medical Entomology or Immunology and Infectious Diseases. At least 10 years of experience in integrated vector control management At least 5 years of project management experience in international health projects/programs. Experience in regulatory and operational aspects of vector control methods and management Demonstrated leadership in management skills and ability to motivate multidisciplinary, multicultural teams, ranging from 5 to 25 employees. Demonstrated ability to work with minimal direction and supervision. Demonstrated ability to work as a member of a team with the ability to accept the inputs of other team members. Good management and planning skills of project tasks. Produces high quality work in a timely, cost-effective manner, and has excellent writing skills. Excellent organizational, interpersonal communication and computer skills. Experience with US government projects is highly desirable. Demonstrated ability to communicate, and write reports and other professional documents in English. Working rights in Sierra Leone is required.What We Offer
