Responsibilities Provides Technical Assistance and Guidance in Quality Assurance with regard to Contract Administrative Services (CAS). Furnishes technical assistance, advice and policy guidance to resolve technical contract administration problems to the Team Leaders and the Technical Operations Group Leader. Applies in-depth knowledge of overall technical administration as it applies to quality assurance field including process analysis, data collection/interpretation and other tools for continuous improvement Plans, organizes, and conducts evaluations of various Contract Management Office (CMO) functional processes for compliance with regulations and overall effectiveness. Ensures the implementation and management of programs, policies, and procedures affecting the execution of Host Nation CAS agreements in the CMO. Supports engagements with HQ and officials from the various Nations in development of Memorandum of Understanding (MOU} and implementation plans for the execution of CAS functions. Responsible for reviewing validity of risk assessments and documentation for contracts administered by DCMA International and delegated to the Host Nation. Requirements Conditions of Employment Qualifications To qualify for a Quality Assurance Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes; Analytical skills to interpret data and provide recommendations to senior leadership: Serving as a lead auditor and/or auditor augmentee; or received or completed auditor courses. Presenting briefings, reports and metrics to a varied audience. Mentoring and providing interpretation of customer and government Federal Acquisition Regulations (FAR) quality assurance policies. Medical and DoD Dependents Schools special education services may not be available in the immediate location of this position. If an employee brings a child to an OCONUS location and that child is entitled to attend a DoD school on a space-required basis, the DoDEA and the Military Dept responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services. If an employee brings an infant or toddler (up to 3yrs of age) to an overseas location, and that infant or toddler is entitled to attend the DoDEA on a space-required basis, then the Military Dept responsible for Early Intervention Services will provide the infant or toddler with the required EIS. Movement OCONUS may require you to initiate a change in your health benefits plan to ensure coverage. If an employee brings a family member to an OCONUS location who requires medical or dental care, then the employee will be responsible for obtaining and paying for such care.
