Make sure costs, supply chain and technical constraints are efficiently driven with suppliers & sub-contractors to maximize both internal and external customer satisfaction.

II - Responsibilities belonging to the Function

Supervises the following responsibilities under the Purchasing & Sourcing function:

1/ Cooperate with Region strategy sourcing team to search, selection and validation of new suppliers

与Region战略采购团队配合，寻找， 评估和认证合格供应商　

2/ Define and implement sourcing strategies aligned with company goals and long-term cost competitiveness.

制定并执行与公司目标及成本竞争力一致的采购策略　

3/ Benchmarking In-House components production vs outsourcing advantages, re-evaluate make or buy decisions

比较内部生产与外包的成本效益，优化自制或外采决策　

4/ Develop supplier performance strategy covering quality, delivery, price and lead time　

制定全面的供应商绩效策略，涵盖质量、交付、成本及周期管理　　　

5/ Negotiation for prices, terms and conditions --> including: leadtime, packaging, delivery means, Incoterms Minimum Order Quantity (MOQ), annual quantities,

 samples prices, confidentiality, buffer stock, delay of payment, means of payment…　

与供应商就价格, 付款方式,交货条件, 包括:交货周期, 包装, 交货, 最小订单量, 年数量额, 样板价格, 安全库存, 付款方式等进行商务谈判

6/ Lead MCO--material cost optimizaiton initatives to meet annual saving targets　

主导推进物料成本优化项目，确保实现年度降本目标

7/ Oversee MRO procurement activities ans cost efficiency 　

管理MRO物料采购与成本控制　

8/ Push and follow up localization project to ensure meet cost perspective 　

推动与跟进国产化项目，确保实现公司成本目标要求　

9/ Join and support new products develoopment and localization activities, ensure meet both schedule and cost expectation 

参与和支持新产品开发和国产化等项目，确保按时实现成本目标和开发周期需求　

10/ Support VS team to handle delivery/quality issues from suppliers, push to improvement contiually 

支持工厂各价值流解决供应商交付、质量等问题，推动供应商端的持续改善

3/ Define the long term vision for the P & S Function (Annual Budget, Strategic & 3 years Plan…)　

制定采购部门的发展愿景，如年度预算、三年战略计划等　

4/ Apply a "Continuous Improvement" attitude to the whole team and tasks to reduce costs and inventory value, 

accelerate flows and provide with the best service to external customers and internal departments　

将精益和持续改进理念应用于采购流程中，提升效率与透明度。不断削减成本、降低库存、改善物流，为客户及其他部门提供优质服务。 

5/ Develop team spirit to work with other departments and sister companies, to apply a lean management

IV Deployment
     岗位要求

1/ Mechanical engineering backgroud with bachlor degree is mandatory and world wide foreign company experience is plused 

必须是机器行业工作背景及本科或以上学历，有跨国外企工作经验优先　

2/ Excellent skills/experience of Supply Chain and Purchasing in industrial companies, 10 year+ is necessary; with at least 5 years in a managerial or team leadership role

3/ Strong negotiation and contract management skills, with proven capability in managing supplier relationships.
