The posting will be used to fill two (2) vacancies. This position is being posted at two (2) class levels: Public Utilities Rates Analyst 3 (PURA3) and Public Utilities Rates Analyst 4 (PURA4). Final job class will be determined based on successful applicant's qualifications. **At the PURA3 Level:** This position will assist with outreach and coordination efforts with communities impacted by routing and siting of large energy infrastructure, such as, high voltage transmission lines and utility scale renewable energy projects. The position works directly with counties, Tribal Nations, regional planning commissions, landowners, and other stakeholder on matters related to routing and siting, Certificate of Need, and other energy matters such as resource planning. This position works closely with project leads, the unit supervisor, and division leadership. **At the PURA4 Level:** This position will lead outreach and coordination efforts with communities impacted by routing and siting of large energy infrastructure, such as, high voltage transmission lines and utility scale renewable energy projects. This position works closely with the unit supervisor and division leadership. **Minimum Qualifications** **At the PURA3 Level:** Three (3) years of experience in performing analysis, exercising judgment, and relying on knowledge in: + Energy Policy; + Public Policy; + Environmental Policy; or + Energy Regulation A Bachelor's degree in Business, Public Policy, Environmental Policy, Planning/Regional Studies, Pre-Law, or related field is equivalent to one (1) year of experience. An Advanced degree in Business, Public Policy, Environmental Policy, Planning/Regional Studies, Law, or related field is equivalent to eighteen (18) months of experience. **At the PURA 4 Level:** Four (4) years of experience in performing analysis, exercising judgment, and relying on knowledge in: + Energy Policy; + Public Policy; + Environmental Policy; or + Energy Regulation A Bachelor's degree in Business, Public Policy, Environmental Policy, Planning/Regional Studies, Pre-Law, or related field is equivalent to one (1) year of experience. An Advanced degree in Business, Public Policy, Environmental Policy, Planning/Regional Studies, Law, or related field is equivalent to eighteen (18) months of experience. Applicants who meet the above education/experience requirement will be further evaluated based on the following: + Experience writing formal reports for a range of audiences and stakeholders. + Ability to analyze a wide range of data and clearly communicate results and impacts. + Experience writing and presenting recommendations to decision making bodies. + Proficiency with Microsoft Outlook, Word, and Excel. **Preferred Qualifications** + Project Management Certificate or experience. + Two (2) years of experience reviewing and analyzing complex data including resource and distributed generation planning; review and analysis of public policy proposals; stakeholder engagement; project management; excellent written skills; preparing and presenting recommendations to decision making bodies. **Physical Requirements** Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer. **Additional Requirements** Job offer is contingent upon passing reference checks to verify job-related credentials, a criminal background check and drivers' license check prior to appointment.
