Duties Description Public Information Specialists are engaged in the preparation of written material, editing, and dissemination of informational materials concerning the programs and activities of a state agency. This is accomplished through the use of various media including newspapers, radio, television, social media, Internet web content development and web page layout, video, periodicals, and state publications. Public Information Specialists at all levels will have to interact with the public, the media, elected officials, and agency staff to publicize or clarify agency programs and policies. Television and radio appearances are common.As a Public Information Specialist, you would work under general supervision and be responsible for keeping up to date on projects, knowing where to go for answers, and performing the full range of public information activities required in preparing written and audiovisual materials used in publicizing an agency program.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:Either 1. a bachelors degree in media, new media, English, communications, journalism, broadcasting, public relations, films, TV productions, or digital marketing AND two years of experience in public or governmental relations, and/or in writing or producing content for various media;Or 2. a masters or higher degree in media, new media, English, communications, journalism, broadcasting, public relations, films, TV productions, or digital marketing AND one year of experience in public or governmental relations, and/or in writing or producing content for various media;Or 3. six years of the experience described above.Non-qualifying degrees: Examples of non-qualifying degrees include political science, theater, sports science, and education.Non-qualifying experience: Experience limited to blogs, personal business, or personal webpage/website, will not be considered qualifying for the purposes of this examination.Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law. If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position.The minimum requirements for taking the examination are:Open Competitive:Either 1. a bachelors degree in media, new media, English, communications, journalism, broadcasting, public relations, films, TV productions, or digital marketing AND two years of experience in public or governmental relations, and/or in writing or producing content for various media;Or 2. a masters or higher degree in media, new media, English, communications, journalism, broadcasting, public relations, films, TV productions, or digital marketing AND one year of experience in public or governmental relations, and/or in writing or producing content for various media;Or 3. six years of the experience described above.Non-qualifying degrees: Examples of non-qualifying degrees include political science, theater, sports science, and education.Non-qualifying experience: Experience limited to blogs, personal business, or personal webpage/website, will not be considered qualifying for the purposes of this examination.Promotional:Either A. Additional Comments Applicants must be currently authorized to work in the United States on a full-time basis. *For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.*Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/25 or later will be addressed with a subsequent cover-in.
