Health Systems Strengthening (HSS) Unit Psychosocial Advisor x2


PURPOSE

The Health Systems Trust (HST) wishes to appoint 2x Psychosocial Advisor in eThekwini District, KwaZulu-Natal, for the South Africa Sustainable Response to HIV and TB (SA SURE PRO) Project. The project aims to strengthen local capacity for the provision of sustainable HIV- and TB- related care and treatment.

The Psychosocial Advisor will be responsible for the successful implementation of models that enhance testing, referral for treatment, and retention in care. This involves strengthening and establishing referral networks with existing community-based organisations, the National Department of Health (NDoH), the Department of Social Development (DSD), the Department of Basic Education (DBE), and prevention partners.

The role entails layering interventions for psychosocial support with stakeholders in the assigned district.

This is a fixed-term contract position, renewable based on availability of funding.

 

KEY RESPONSIBILITIES
Build and maintain relationships with a range of stakeholders, such as the NDoH, DSD and DBE; District and Local AIDS Councils; Operation Sukuma Sakhe; South African Police Service (SAPS) structures; partners working in sex-based violence; and, support for paediatric patients, including orphans and vulnerable children (OVC).Facilitate and support the NDoH and HST teams in identifying psychosocial needs and gaps through district feedback, and develop quality improvement plans (QIPs) at facility and sub- district levels.Strengthen tracking and referral pathways and systems through supportive supervision, communication and collaboration with partners and stakeholders; attend strategic meetings with the DSD and SAPS to strengthen linkage and referrals to psychosocial services.Support the implementation of QIPs, with weekly review and feedback to the Project Manager.Support the Clinicians to develop standard operating procedures and referral pathways to address psychosocial needs for the district.Support the Coach Mpilo and Peer Mentor programmes in alignment with project priorities.Ensure that all project reports are completed and submitted in accordance with workplans and funder contracts.
Support the NDoH with the implementation of treatment adherence guidelines.Collaborate with the DREAMS and OVC partners to support psychosocial interventions.Mentor healthcare workers and community-based partners on psychosocial interventions, especially for adolescents and children.Mentor Community Health Workers in the implementation of support groups and Youth Care  Clubs.Provide mentoring and coaching on case management.Adhere to HST's financial policies, ensuring effective use of resources and management of    assets within protocols.Meet targets and submit for weekly, monthly and quarterly reports timeously.Identify, manage and escalate scope- and project performance-related risks to Project Management, and report all risks to HST management timeously.Monitor and evaluate the implementation of project plan activities.Develop and implement activity-based individual workplans in line with project plans.Submit weekly, fortnightly, monthly, quarterly, semi-annual and annual reports to the Project Manager.Ensure that weekly workplans are submitted to appropriate administrators and that monthly timesheets are submitted to the Project Manager.Provide feedback on interventions at monthly and quarterly review meetings, and support the facility and district Nerve Centre meetings.Attend inter-project meetings for improved stakeholder collaboration and communication.Contribute to the development of project reports.Document good-practice stories and contribute to the development of a body of knowledge related to project interventions.Identify and maintain personal and professional development by attending relevant courses, conferences, webinars and symposia.Engage fully with HST's performance review process.Identify skills and competency needs, and complete an individual skills development plan.Contribute to staff coaching internally via regular in-service training opportunities within the team.Provide Lay Counsellors and Peer Mentors with psychosocial support, and strengthen mental health support processes for healthcare workers.

 

REQUIREMENTS

Qualifications

A degree in Social Work or other relevant qualification, or extensive experience in paediatric psychosocial services.

The incumbent must be trained in at least one of the following areas:

Health systems: Demonstrable knowledge of health system strengthening, including the World Health Organization 'building blocks'.Leadership and management: Relevant HIV management training, with experience in management.Clinical care: Understanding of quality improvement processes and concepts.Monitoring and evaluation (M&S): A good understanding of the importance and role of health information systems in health system strengthening.

Experience

A minimum of three years' experience in training on social development or health, ideally with experience in capacity-building with development partners.Knowledge and understanding of NDoH HIV/AIDS, STI and TB (HAST) programmes.Knowledge and experience of different data management systems.Knowledge and skills in the application of quality improvement methodologies.Knowledge of different quality improvement approaches.

Overall competency requirements

Ability to schedule and conduct supportive sessions with mobile teams.Ability to develop and maintain good relationships with various stakeholders.Ability to develop and test new change ideas to improve facility-based psychosocial services.Ability to work with minimal supervision and be deadline-driven.English language proficiency, both verbal and written.

Travel

The incumbent must have a valid driver's licence, and be willing and able to travel as required.

 

REMUNERATION

A salary package commensurate with the successful candidate's experience and qualifications and in line with HST's Job Grading System will be offered.
