Job Description
Background/Context:
The IRC has operated in Syria since 2012, providing protection, health, economic recovery, and early childhood development programs in Idleb, Aleppo, Ar-Raqqa, Hassakeh, and Deir ez-Zor, with new programs expanding into Hama, rural Damascus, and Homs. With a team of over 700 members, the IRC has established trust and strong community relationships, ensuring access and effective service delivery. It plays a significant role in Syria’s NGO, donor, and coordination forums, holding key positions and adapting to the evolving context.
With the new realities under the new government, as of December 2024, the IRC has deployed a team to Damascus to set up operations and engage in coordination structures for newly accessible areas across Syria—including parts of NES, NWS, and other previously unreachable locations in South and Central Syria, adjusting operations to maximize coverage and efficiency.
The IRC has been delivering protection programs in the northwest since 2013 and in the northeast of Syria since 2014, focusing on Protection/Rule of Law (PRoL), Women’s Protection and Empowerment (WPE), and Child Protection (CP). These efforts include specialized case management, PSS, protection monitoring, service mapping, and advocacy. Collaborating with partners, IRC improves access to protection services, raises community awareness, and strengthens referral pathways. Protection capacity building, community outreach, and rapid response through mobile protection teams have also been provided since 2017.
Protection

These efforts include specialized case management, PSS, protection monitoring, service mapping, and advocacy. Job overview:
Under the direct supervision of the IP Manager, the Protection Monitoring and Reporting Officer will be responsible for leading and coordinating protection monitoring activities in Al Hassaka, Raqqa and Deir Ez Zore governorates, while also managing the reporting and data analysis functions. This includes overseeing field implementation, supervising Protection Monitoring Assistants, and ensuring accurate and timely collection, translation, and entry of protection data into the database.
The officer will guide Protection Monitoring Assistants on proper data collection using IRC’s Protection Monitoring Forms and will be responsible for generating quarterly protection monitoring reports. These reports will be submitted to the IP Manager and TAs for review and shared with many actors through the Protection Working Groups. The role also includes trend analysis, referrals, and ensuring the quality and consistency of protection monitoring deliverables in line with IRC and donor standards.
Responsibilities:
+ Supervise and guide Protection Monitoring Assistants in the day-to-day implementation of protection monitoring activities across assigned areas, ensuring adherence to timelines, quality standards, and data confidentiality protocols.
+ Coordinate with Protection Monitoring Assistants and other relevant teams (e.g., case workers, health outreach workers, community mobilizers) to collect accurate and timely protection data.
+ Review and validate collected data, ensuring consistency and accuracy, and provide feedback to field teams to improve data quality.
+ Translate field data into English and ensure timely and accurate entry into the protection database using IRC reporting formats.
+ Generate and submit weekly, bi-weekly, and monthly protection reports, including trend analysis and actionable insights, to the IP Manager and IP coordinator.
+ Support the development of community risk profiles and response plans, and ensure Protection Monitoring Assistants implement effective community-based action plans.
+ Oversee the identification, screening, and referral of persons at risk, ensuring proper documentation, approval, and follow-up.
+ Ensure up-to-date mapping of services and stakeholders is maintained and shared with monitored populations.
+ Provide ongoing technical support and training to Protection Monitoring Assistant on data collection tools and protection monitoring forms.
Quarterly Protection Monitoring Reports:
+ Lead the preparation of quarterly protection monitoring reports based on both quantitative and qualitative data collected from the field.
+ Analyze data using the Protection Analysis Framework (PAF) and international protection monitoring standards to identify urgent protection risks and trends.
+ Ensure timely submission of urgent high protection risks to the Protection Working Group to support appropriate and timely response and advocacy.
Coordination and representation:
+ Develop, coordinate, and maintain effective working relationships with all relevant partners (Local authority, NGOs, community structures, etc.) in assigned governorates to ensure effective implementation of protection monitoring activities.
+ Representing the PRoL team to local authorities, other NGOs, and service providers is vital.
+ Link PRoL staff to localized advocacy groups and other relevant local stakeholders where possible and vital.
+ Collaborate closely with the IRC’s WPE, Health, Child Protection, and ERD Units
+ Perform other duties as assigned by the IP Manager.
Job Requirements:
Education, and Work Experience:
+ A university degree in English Literature, Translation, Legal Studies, Education, Sciences, or any other relevant field.
+ Approximately 2- 4 years of professional experience in community-based or protection programming is highly desirable prefer in protection monitoring and reporting.
+ Strong command of the English language, both written and spoken, with proven ability to translate accurately from Arabic to English.
+ Excellent analytical and reporting skills, with keen attention to detail.
+ Outstanding organizational and time management abilities, with a proven track record of meeting tight deadlines.
+ Strong interpersonal skills and the ability to work effectively both independently and as part of a team.
+ Proficiency in Microsoft Office applications and database systems.
+ Flexibility and adaptability to work in a dynamic, multicultural, and fast-paced environment.
Staff Performance Management, Learning & Development:
+ Hire, supervise, and build the capacity of team members in relevant technical and management competencies.
+ Develop and implement remote management capacity building approaches to build the strengths of the teams in NES.
+ Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
+ Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
+ Approve and manage time, attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews.
+ Hold high-quality meetings with each direct report on a regular and predictable basis, minimally on a monthly basis.
+ Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths.
+ As required, identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies.
+ Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
+ Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff.
+ Look for opportunities to support staff in their career growth, where appropriate. As part of succession plan and nationalization goals, identify, train and develop capability and capacity of national staff to successfully transition role and responsibilities, by the end of assignment.

Language/Travel:
+ Arabic Language and English are required.
+ 50% field-based position with travel required for supervising the protection monitoring activities in Hasaka, Deir ez-Zor, and Raqqa, depending on work needs.
