Our work gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, conflict sensitivity, coordination, and impact. The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Al Dhale, and expanded later in Sana’a and Hodeidah in the North. Currently IRC Yemen is operating in eight governorates in the south and north of Yemen through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment. The International Rescue Committee (IRC) have been working in the Middle East and North Africa (MENA) for more than forty years. Today, the IRC has more than 2,200 staff working across the region, including in Iraq, Jordan, Lebanon, Libya, Syria, and Yemen to support those affected by some of the world’s most complex and protracted humanitarian crises. SCOPE OF WORK: Under the direct supervision of the Integrated Protection Manager and working closely with the IM Manager, this role will primarily deal with the comprehensive management of protection monitoring data. This includes extracting, synthesising, and analysing protection-related data from CommCare and other digital platforms, culminating in producing information management and protection monitoring reports for various collaborators, including donor reports and program strategy documents. The role also encompasses supporting data quality management, identifying gaps and opportunities in data collection tools, developing analysis templates, providing training to protection colleagues on data management platforms, and ethically using approved AI tools to enhance data analysis, thereby ensuring robust data integrity and informed program development. JOB SUMMARY: The Protection Information Management Officer, working with the Integrated Protection Manager, is responsible for the end-to-end management of protection data. This includes extracting, analyzing, and reporting on quantitative and qualitative data from various digital platforms like CommCare and PowerBI to inform protection monitoring, donor reports, and program strategies. The role also includes ensuring data quality, supporting protection teams in data analysis and platform usage, identifying data collection improvements, and ethically applying AI tools for enhanced insights, all to strengthen protection programming in Yemen. WORKING RELATIONS: The Integrated Protection Manager supervises the position and works closely with protection monitors and MEAL team especially the IM Manager. MAIN RESPONSIBILITIES: Overall: 1. Handles protection data reliability and quality for protection monitoring and responsive information services data flow. 2. Extract monthly and ad-hoc PM data to produce information products such as monthly PM reports, inputs in donor reports, proposals or strategy documents, online information management digital platforms such as CommCare, PowerBI or others. 3. Handles all requests for information and inputs from the protection team or IRC Senior Management and external organizations. 4. Support the capacity of the protection colleagues in data quality and analysis. Data management and analysis: 1. Identify shortcomings and strengths in the PROL data collection tools and analysis, and provide recommendations for improvement. 2. Develop and roll out templates for data analysis to support the collection of relevant protection data. 3. Train and regularly guide the users on digital data management platforms and extract data for reporting or program development. 4. Provide regular de-briefings to the team, integrated protection coordinator on progress and recommendations on data collection and analysis. 5. Ethically uses AI tools to strengthen data analysis by following data protection and AI use policy of IRC. Other duties 1. Other duties as assigned by the supervisor Qualifications REQUIREMENTS:(Qualifications, Skills and Abilities): A. Education: + A degree or equivalent experience in college or institutions on computer science, information technology, or statistics is helpful. B. Experience: · At least 3-5 years of experience in program data management and analysis. · At least one year experience in protection and/or humanitarian response in Yemen. · Familiarity with the Yemeni protection trends, needs and concerns would be an asset. · INGO experience preferred. · Work experience as a data analyst or in a related field. C. Skills and Abilities: · Good interpersonal and problem-solving skills, creativity and flexibility. · Positive, professional demeanor, organized and prioritizes work under stress, work overtime when vital and be able to coordinate multiple tasks and maintain attention to detail. · High standard of spoken, written and conversational Arabic and English required. D. Proficiencies: · Excellent knowledge of using MS Excel. · Familiarity with available data analysis and/or management platforms, including PowerBi. · Familiarity with databases is desirable. · Familiarity with AI tools is desirable. · Handling master data, including creation, update, and deletion. · Technical expertise in data storage structures, data mining, and data cleaning. · Basic understanding of statistical analysis, such as the measurement of central tendency. · Experience in creating charts, dashboards and other information products. · A basic knowledge of SQL or database languages.
