Requisition ID: req58895 Job Title: Protection Analyst Sector: Child Protection Employment Category: Consultant Employment Type: Full-Time Open to Expatriates: No Location: Beirut, Lebanon Work Arrangement: Job Description Scope of Work: The Protection Analyst will support IRC Lebanon Country program to conduct a comprehensive protection analysis to strengthen its understanding of the protection risks facing affected IDPs, refugees and host communities. This process will directly support the country program’s efforts to refine its integrated protection strategic direction, contributing into the IRC country program strategy action plan (SAP), inform program design, and define advocacy priorities. The analysis will consolidate and synthesize existing information from IRC’s internal data sources, including protection monitoring, safety audits, and program assessments, as well as relevant external secondary data from partners, clusters, and coordination bodies. The analysis will adopt a gender-sensitive and intersectional approach, ensuring the distinct risks faced by women, adolescent girls, persons with disabilities, and other marginalized groups are adequately captured. Findings and programmatic implications will be validated through key informant interviews, community engagement, and an in-person workshop with key stakeholders. The consultant will play a key role in supporting IRC’s Integrated Senior Protection Coordinator (IPC) and technical leads (Protection Rule of Law, Women’s Protection and Empowerment, Child Protection, Health, Economic Recovery and Development) in mapping relevant information, reviewing existing data, and facilitating a participatory protection analysis process. This collaborative process aims to build a shared understanding of risks, vulnerabilities, threats and capacities, as well as key stakeholders in the operational context. + Support the technical coordinators in mapping existing information sources related to protection risks and concerns. + Consolidate and synthesize existing evidence from internal assessments, protection monitoring, and external research. + Facilitate a participatory analysis process to define the most relevant protection risks, risk patterns, and affected individuals and groups. + Conduct representative key informant interviews with stakeholders and focus group discussions with community members to validate findings and inform programmatic decision-making. + Develop a concise and actionable protection analysis product to inform the country program’s strategic direction, program design, and advocacy priorities, with focus on IRC’s implementation areas. + Prepare accessible materials such as key messages, to disseminate findings to a range of stakeholders, including donors and coordination bodies. Deliverables: 1- Design and Planning: + Collaborate with the Deputy Director of Programs, Regional Technical Advisors, the IPC, technical leads (e.g., PRoL, WPE, CP) and MEAL teams to: + Define the scope, objectives, and key questions for the protection analysis. + Develop an analytical methodology and approach based on the Protection Analytical Framework (PAF) and other relevant tools. + Map key stakeholders to engage, including internal teams, partner organizations, civil society actors, governmental counterparts and community leaders. + Develop a detailed work plan, timeline, and stakeholder engagement plan. + Lead the process of mapping available information sources with input from technical teams. This includes: + Internal data such as protection monitoring, GBVIMS/CPIMS data, comecare, needs assessments, hope scale, evaluation tools, safety audits, and contextual analyses. + External secondary data including reports from the Protection/GBV/CP Working Group, Protection Assessment and Monitoring Task Force (PAMTF), UN agencies, NGOs, and other coordination bodies. + Review the quality, coverage, and relevance of the existing information to inform the analysis. 2- Facilitation of the Protection Analysis Process: + Facilitate an in-person Joint Analysis Session (or sessions) with IRC’s technical teams, MEAL, program leadership, partners, and relevant external stakeholders to: + Analyze the consolidated data. + Identify and define key protection risks, risk patterns, capacities, affected groups, and contributing factors. + Develop consensus on key messages, trends, and programmatic/advocacy recommendations. 3- Development and Validation of the Analysis Product: + Draft the protection analysis product, including: + Summary of key protection risks and trends. + Priority recommendations to inform strategy, program design, and advocacy. + Facilitate feedback and validation sessions with IRC technical teams and leadership, as well as members from the target communities. + Finalize the analysis product based on feedback. 4- Dissemination, Lessons Learned and Action Planning Support: + Support technical coordinators and country leadership to: + Present findings to internal and external audiences (e.g., Senior Management Team, program teams, and regional teams). + Apply findings to strategic planning, proposal development, and advocacy initiatives. + Where agreed, support the preparation of external-facing products (e.g., presentations for clusters or donors). + Document challenges, enablers, and recommendations for future protection analysis processes. Qualifications + Advanced degree in international law, human rights, social sciences, humanitarian affairs, or related field. + At least 8 years of experience in protection analysis, research, protection monitoring, or related humanitarian programming. + Demonstrated experience in facilitating participatory protection analysis processes. + Proven ability to synthesize primary and secondary data into actionable findings. + Familiarity with protection analytical frameworks (e.g., PAF) and humanitarian protection standards. + Strong facilitation, coordination, and communication skills. + Excellent analytical writing skills with the ability to produce concise and user-friendly reports. + Experience working with IRC or similar international NGOs preferred. + Fluency in English and Arabic required.
