 ABOUT THE PROPOSAL SPECIALIST OPPOURTUNITY

Turner Construction, located in Vancouver, is seeking a full-time Proposal Specialist. In collaboration with the business development and marketing team, the incumbent of this position will be responsible for all aspects of RFQ and RFP proposal development and project management —ensuring security and integrity of all proposal documentation, quality control and quality assurance of content completeness and accuracy, coordinating internal work flows and review of all proposal inputs, and collaborating/directing/producing production of final master proposal. This role will report directly to the Marketing Manager, who reports directly to the Manager of Business Development/Business Manager role. 

As a Proposal Specialist, you will: 

Manage and support all phases of proposal development including EOIs, RFQs, RFPs, and award submissions. Write, edit, and tailor proposal content, resumes, project sheets, and other custom marketing material. Collaborate closely with the Marketing Manager and pursuit teams to coordinate responsibilities and timelines.  Pursuit teams may include individuals positioned throughout North America and overseas. Organize proposal schedules, kickoff meetings, reviews, and presentation rehearsals. Develop visually engaging proposal and presentation materials using Adobe InDesign, Illustrator, Canva, Turner approved AI tools, and PowerPoint. Ensure all submissions are compliant, consistent, and aligned with Turner’s brand standards. Maintain marketing assets, including project data, resumes, and photography, in CRM and SharePoint. Research and track industry trends, market activity, and competitive intelligence to support strategy. Support community and client outreach activities tied to project pursuits. Develop and submit project award nominations and identify relevant opportunities. Monitor internal workflows and external vendors for proposal production when needed. Monitor media sources for pertinent information relative to specific pursuits. Edit technical copy and other related content from subject matter experts and ensure that the proposal is free of grammar, spelling, and typographical errors. Use InDesign to create proposal documents and interview collateral/presentations. Contribute to assigned process improvement initiatives and share best practices with team members to enhance the quality and efficiency of proposal generation. 

Is this the right role for you: 

Minimum 4-year degree in marketing or related field plus 4 years of marketing experience or equivalent combination of education and experience; Proficiency in Microsoft Word/Excel/PowerPoint/Outlook and Canva, InDesign, Illustrator, Photoshop and Graphic Design; Familiarity with EOI/RFQ/RFP processes and procedures; Excellent written and verbal communication skills; This includes both internal communication and external communication. Works well with little supervision, displays initiative, independent thinking and teamwork;  Solid time management, and critical thinking skills with ability to reprioritize tasks and deadlines; Professional, flexible, and goal oriented. Supports and embraces diversity and inclusion. Someone who supports and acknowledges the strengths in all team members, as well as supports and steps in when a team member is in need. Positive and friendly disposition.

Physical Demands & Work Environment:
The job requires climbing stairs, using hoists and ladders, and navigating construction areas. Employees will frequently sit, climb, stoop, kneel, use tools, and work with computers. Vision abilities include close vision, peripheral vision, and depth perception. The role involves mobility, occasional travel, and work at various sites. Employees must lift up to 10 pounds regularly and 25 pounds occasionally. Work environments include construction sites with exposure to hazards like mechanical parts, heights, fumes, and noise. Employees must follow safety policies, with accommodations available for disabilities.
