Responsibilities Responsible for monitoring and enhancing the relationship customers have with DLA, including customer outreach initiatives. Performs physical inventory counts, monitor physical inventory results, review inventory record management reports, compare inventory records, process cancellations and deny issue. Responds to problems or operational deficiencies by analyzing the situation to determine the cause(s)and develops an appropriate corrective action. Conducts reviews, analyses, and special studies of DLA Disposition Services automated accounts to evaluate inventory integrity and accuracy. Provides technical assistance and guidance to DLA Disposition Services field organizations regarding proper property accounting and inventory processes and property disposal systems. Provides support and assistance to the DLA Disposition Services for Operational Effectiveness Review(OER) for inventory related protocols. Assists management in strategic planning process to align DLA Disposition Services organizations with DLA Disposition Services/DLA/DoD objectives and goals. Requirements Conditions of Employment Qualifications To qualify for a Property Disposal Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Recommending and evaluating Property disposal regulations, policies, procedures and strategic objectives. Performing DEMIL program duties to include recognition/identification, code validation/challenge and Trade Security Control constraints. Utilizing information systems and Information Technology (IT); and skill in using automated equipment and systems to process disposal material and reports. Analyzing and problem solving to determine the best disposal solution based on the analytical assessment. Communicating with customers and public and demonstrated skill in providing customer service, training, and presenting formal briefings. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: The work is physically demanding. Extensive travel is involved (using various modes of transportation). Little time is spent in a normal office/desk setting. Physical exertion is required for heavy lifting: carrying suitcases, laptop and computer projector for briefing. Individual stress conditions may be caused by weather problems, irregular airline travel, schedule changes (customer, Command, or transportation), formal presentations to high level officials, and separation from the family members due to temporary duty stations other than home. Incumbent must be physically capable to participate in environmental safety programs, including ability to operate material handling equipment and perform physical inventories at forward receiving facilities if necessary. Work Environment: The work is seldom performed in an office setting because there is no consistent location where normal business is performed. The work involves risks and discomforts such as: long hours; handling of property at forward receiving facilities; exposure to hazardous or toxic material or waste; and/or exposure to adverse weather conditions during DLA Disposition Services evaluations; inventory assessments; and customer visits. Incumbent of position may be required to participate in a medical surveillance program. Inclusion is determined by the DLA Disposition Services Safety and Occupational Health Manager, in conjunction with the host Industrial Specialist Education Substitution of education may not be used in lieu of specialized experience for this grade level.
