Requisition No: 859228 Agency: Management Services Working Title: PROJECT MANAGMENT SPECIALIST - 72002471 Pay Plan: Career Service Position Number: 72002471 Salary: $42,000 Posting Closing Date: 09/02/2025 Total Compensation Estimator Tool (https://compcalculator.myflorida.com/) Project Management Specialist Division of Retirement State of Florida Department of Management Services This position is located in Tallahassee, FL Position Overview and Responsibilities: This is a highly technical position, reporting to the Technology Services Section, Technology Services Project Administrator Specific duties and responsibilities of this position are as follows: Project Management • Earn and maintain Project Manager Professional (PMP) certification during the timeline determined collaboratively with the Technology Services Project Administrator • Manage assigned technology projects using templates, tools, and best practices adopted by the Technology Services team • Responsible for defining and documenting project scope, objectives and desired outcomes of projects. Set and manage stakeholder expectations, both internally and externally. • Prepare project budgets based on project scope, adhering to budgetary allocations. • Provide project updates to stakeholders as per demand and requirement. Manage contracts with suppliers and vendors, ensuring timely deliveries. Perform regular assessment of project execution to identify areas for improvement. • Track project performance periodically to ensure both short-term and long-term goals are met. Create and maintain detailed project documentation. Undertake risk management to minimize potential risks. Ensure project delivery is on time, as per scope and within allocated budget. Manage interdepartmental coordination to ensure smooth project execution. Contract Management • Earn and maintain Florida Certified Contract Manager (FCCM) during the timeline determined collaboratively with the Technology Services Project Administrator. • Absorb knowledge and contract management tasks for the division’s identity validation, risk detection, and single members lookup investigative solutions. • Absorb knowledge and contract management tasks for the division’s Data Protection as a Service (DPaaS) and Disaster Recovery as a Service (DRaaS) solutions • Absorb knowledge and contract management tasks for the division’s security vulnerability assessment services contract. • Review and track suggested changes for a set of technology deliverables contractually defined for the division’s outsourced technology vendor, continuously mapping knowledge gained through the deliverables back to the IRIS solution stack and the technology spend plan. Miscellaneous • Participate in technology and financial audits as needed • Interfaces with departmental Office of Information Technology and the division’s contracted technology team • Maintain a working knowledge of National Institute of Standards and Technology (NIST) • Seeks certifications associated with job duties such as Certified Fraud Examiner (CFE) Knowledge, Skills, and Abilities: Knowledge of principles and techniques of effective verbal and written communication and basic arithmetic. Ability to collect, evaluate and analyze data relating to retirement benefits. Understand and apply applicable rules, regulations, policies, and procedures relating to retirement benefits. Compose correspondence; organize data into logical format; utilize problem solving techniques; work independently; perform basic arithmetical calculations; plan, organize and coordinate work assignments; communicate effectively verbally and in writing; establish and maintain relationships with others. Minimum Qualifications: Two years of professional experience in the areas of insurance, retirement or social security, administration, call center, customer service, fiscal work, statistics, personnel, or any other combination. Post secondary education may be used as an alternative for years of experience on a year-for-year basis. Division of Retirement: The mission of the Division of Retirement (division) is to deliver a high quality, innovative, and cost-effective retirement system. The division currently has 221 full-time retirement staff and manages a FY 2025-26 operating budget of $48,864,720. The division administers the Florida Retirement System (FRS) Pension Plan, currently the fifth largest state retirement system in the US with more than 1.1 million active, retired, and terminated vested members and $191.6 billion in assets.
