Job Summary
Manages and coordinates activities of general construction and/or technical projects for the Solid Waste Division. Provides direction, coordination, implementation, control related to the completion of assigned projects.
Essential Functions
• Provide technical guidance and problem-solving expertise to address project challenges.
• Lead and manage assigned projects, from technical request for proposals or qualifications to construction projects for.
• Oversees, administers, and coordinates work performed by consultants, contractors, or other service providers; administers annual maintenance contracts; monitors work to ensure compliance with terms of contract; reviews invoices and payment requests submitted by proposers.
• Oversee project scope, budget, and schedules to ensure timely and cost-effective delivery. Reviews proposals, plans, designs, design reports, and specifications pertaining to projects.
• Manage procurement processes, including the preparation of RFPs for design services, inspection services, maintenance services, or other services; bid evaluations, contract negotiations of scope of services and fees for professional services agreements, and vendor selection; makes recommendations to Boards regarding selection of vendors and awarding of contracts; compiles contract language, including specifications package.
• Ensure compliance with federal, state, and local regulations related to solid waste construction, including permitting and environmental standards.
• Collaborate with internal departments, regulatory agencies, contractors, and consultants to facilitate project execution.
• Prepare and present project reports, executive summaries, and budget forecasts to senior management and stakeholders.
• Coordinate public education initiatives related to division projects and environmental impacts.
• Stay informed on industry trends, technological advancements, and best practices in solid waste construction and engineering.
• Conducts field checks and research; makes recommendations concerning improvements, modifications, strategies, or other aspects of project development.
• Conducts inspections, monitors work and maintains records to ensure quality control; inspects quality of work and materials; coordinates all aspects of assigned project or task.
ADDITIONAL FUNCTIONS
• Performs other related duties as required.
Minimum Qualifications
• Bachelor’s degree in a related field required.
• Five (5) years of related experience.
• Candidates without a degree should possess four (4) additional years of related experience.
• Fingerprinting required.
LICENSES/CERTIFICATES
• Must possess and maintain a Project Management Professional Certification (PMP) or obtain one within six (6) months of hire.
• May be required to possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.
Supplemental information
Salary offers above the minimum pay grade may be considered based on qualifications.
Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
