Project Description:
The Enterprise Transformation Operation (ETO) FOIA Process Optimization project was initiated in December 2021 at the request of FDA senior leadership to provide an enterprise solution to replace the multiple Center investments in FOIA management tools to augment Agency Information Management System (AIMS), the current FDA FOIA tool used for tracking requests. Since AIMS was implemented, the volume of requests has gone up but FDA’s current technology has been unable to keep up with complexity and increased stakeholder FOIA requests over the years. There are new tools in the marketplace that provide automated features that will provide FDA the opportunity to address the backlog of requests and automate portions of the current manual processes.
The current FDA approach to FOIA is facilitated by DFOI and centrally tracked in AIMS but is largely Center based for individual processes and technology. Key processing steps (redaction, de-duplication) and communication (outside of the tracking system) are manual and frequently executed in “off-chain” systems (such as Outlook and Adobe) that perpetuate disconnected inefficient approaches with limited end-to-end visibility. Centers/Offices are using different tools to facilitate processing of FOIA requests, and an enterprise approach is desired.
Therefore, the FOIA FDA has implemented an end-to-end technology platform within the AWS GovCloud to support a harmonized workflow that improves efficiencies, communication, and data sharing, and reduces turnaround times for the FDA FOIA Program.
Job Summary:
Provide business analysis and management services necessary to FOIA application that reside in the Administrative Applications/Joint Administration Application Development Environment 2 (AdminApps/JAADE2). This includes meeting all applicable SLA’s or as directed by the FDA, COR and/or designee and optimizing, consolidating, and automating processes, adopt improving cost control processes, adopting a modular approach that consolidate duplication of functionalities across the contract tasks, adopt emerging and innovative technologies to reduce cost.
Responsibilities:
+ Provide Project Management support and maintain Project artifacts and deliverables
+ Manage Documentation repository.
+ Participate/Lead meetings with FDA Stakeholders and create meeting minutes/agendas for all meetings.
+ Manage, triage, and respond to FDA Data Calls and maintain a Data Call Management log and repository.
+ Support all FDA EPLC processes and create artifacts as necessary.
+ Create and maintain CPIC artifacts and assist the investment manager by maintaining updates in FOLIO.
+ Participate in Stage Gate reviews.
+ Assist with all stages of the Software Development lifecycle.
+ Maintain Project Schedules and Risk management logs.
+ Provide Business Analysis support to create requirements gathered from FDA stakeholders.
+ Document as-is and to-be business processes.
+ Develop Proof of Concepts to illustrate to-be states.
+ Provide Data Analytics insights and proof of concepts for Microsoft PowerApps dashboards and displays.
+ Support business process improvements and automation where applicable.
+ Conduct QA testing as needed.
+ Create SOPs and User Guides.
+ Demonstrates exceptional oral and written communication skills.
+ Support BD activities and other DRT project activities as directed by Project Manager and/or Portfolio Manager.
Require Experience:
+ PMP Certification is required.
+ Ability to work independently with little oversight and direction and in ambiguous environment.
+ 10+ years of demonstrated experience with business analysis and project management in IT environment.
+ Proficient in using IT tools (e.g., SharePoint, JIRA, MS Project, and the Microsoft Office Suite).
+ Experience delivering executive-level briefings and presentations to senior Government personnel.
+ Ability to manage multi-task contracts under intense pressure.
+ Ability to plan, organize, schedule and direct varied programs and tasks involved within the daily activities of contract.
+ Excellent written, communication and organization skills .

Education & Training:
+ Bachelor’s degree in a related field
+ Master’s degree preferred
Salary Range:
+ $80,000-105,000
+ Salary commensurate with experience.
