Responsibilities NONAPPROPRIATED FUND POSITION DESCRIPTION JOB TITLE: Engineering Technician BUSINESS TITLE: Project Manager LSA STATUS: Exempt JOB SERIES: 0802 PAY LEVEL: NF-04 INTRODUCTION: The position is located within Marine Corps Base, Camp S. D. Butler, Marine Corps Community Services (MCCS) Division, Logistics Branch, Facilities Maintenance Section (FMS), Project Management Unit, Okinawa, Japan. The function of the position is to serve as a project manager for all construction projects under the MCCS division's comprehensive facilitates improvement program DUTIES AND RESPONSIBILITIES: Implements programs and projects assigned by the FMB Director. Assists the FMB Director in establishing and implementing the MCCS Facilities 7 Year Sustainment Plan. Compiles facilities requirements and develops project specifications, drawings, cost estimates, and scopes of work by interviewing Program/Facility Managers, inspecting facilities, and reviewing historical data. Provides cradle to grave project management for MCCS¿s unique facilities and programs. Initiates all the necessary administrative procedures required for capital renovation projects which could entail researching DoD Regulations and Orders, in order to obtain MCCS Support Activity approval. Prepares and presents MCCS capital project briefs and presentations. Identifies and presents facility improvement requirements to the FMB Director. Actively participates in needs analysis and cost benefit analysis to determine project priorities and recommendations to the capital budget review committee. Prepares project reports and cost estimates for meetings and briefings that are thoroughly researched and written in clear language that is easily understood. Conducts formal presentations for the Executive Branch, FMB Director, Program and Facility Managers. Creates and implements realistic timelines using various project management software and techniques and manages the timeline throughout the project lifecycle. Develops Plans of Action and Milestones (POAM) for projects involving facility conversions and improvements. Reviews Contractor's estimates and cost proposals and provides input during the solicitation process. Acts in the capacity of the Contracting Officer's Representative during the execution phase of the project and in final acceptance inspections of contracted facility improvements and ensures that any warranty work required is brought to the attention of the appropriate agencies. Reviews and approves/disapproves all project submittals to include concepts, blueprints, material selections, and shop drawings. Conducts quality assurance and quality control throughout the project lifecycle. Works with the construction Contracting Officer to issue contract modifications and takes action on identified deficiencies. Requirements Conditions of Employment See Duties and Qualifications EVALUATIONS: Qualifications BASIC REQUIREMENTS: Successful completion of a four-year degree from an accredited college or university with courses related to the occupation, OR six years of related experience in project planning, project management, or construction management. QUALIFICATION REQUIREMENTS: Familiarity with Japanese customs, construction methods, and business practices. Knowledge and experience which includes methods and techniques of project planning, engineering design, construction contracting, construction practices, and maintenance of trade/craft with military facilities. Skill in developing written project reports, cost estimations, drawings, specifications, and scopes of work. Knowledge of construction cost limitations for appropriated and non-appropriated funding thresholds. Ability to conduct research analysis for complex construction related projects. Ability to read and create blueprints, plans, technical specifications, schematic designs, concept drawings, etc. Knowledge in Microsoft Word, Excel, PowerPoint, and Project Management, and Computer-Aided Design software programs. Ability to meet and obtain the basic requirements to become a Contracting Officer's Representative (COR). A speaking knowledge of the Japanese language is desired but not required. Ability to express oneself orally and in writing in a highly professional manner to meet and speak with internal and external groups and individuals and to compose written reports and materials clearly, concisely, and effectively. A valid Government Owned Vehicle (GOV) operator's permit is required for the performance of duties for this position. Inability to obtain or maintain appropriate GOV licensing will result in termination for lack of qualifications. The incumbent is required to obtain required GOV licenses within 30 days of hire.
