City of New York
Job Description
**This position is detailed to the Mayor's Office of Nonprofit Services (MONS)**
The Agency You’ll Join:
The New York City Mayor’s Office is responsible for overseeing city services throughout the five boroughs, coordinating public agencies and departments, and managing public property. New York City Mayor Eric Adams is head of the executive branch of New York City's government. Previously, Mayor Adams has served the people of New York City as an NYPD officer, state senator, and Brooklyn borough president. The Adams’ administration is leading the fight to serve the people of the greatest city in the world, ensuring delivery of efficient and effective services, working to make New York City’s economy stronger, reducing inequality, improving public safety, and making the city more affordable that meets the needs of all New Yorkers. We value leadership, transparency, fairness, and efficiency as we actively seek diverse talents from various sectors to join our team. For current job opportunities visit our careers page.
The Team You’ll Work With:
New York City nonprofits engage millions of residents each year in critical programs, from arts and culture to community building to housing, and the sector employs nearly a fifth of all NYC workers. The City across all agencies contracts and collaborates extensively with nonprofits for a range of public services. Recognizing nonprofits’ essential role in the fabric of the City, in late 2021, the City Council passed Int. 1784 to establish a Mayor’s Office of Nonprofit Services.
The Mayor’s Office of Nonprofit Services engages with and supports both New York City’s nonprofit sector and City agencies that contract with nonprofit partners. Among its core functions, the Office will serve as a hub to engage with nonprofits and support them in navigating City bureaucracy, communicate critical information to nonprofits, set citywide performance expectations and track metrics to see how well the City supports and does business with nonprofits, lead the administration in systemic reform of City systems, processes, and laws, and coordinate activities to advance the recommendations of the Joint Task Force to Get Nonprofits Paid on Time.
The Problems You’ll Solve:
As a part of the Mayor’s Office of Nonprofit Services (MONS), you will tackle key challenges nonprofits face when contracting with the city. The role is centered on leveraging data to address delays in contracting or payment processing that can jeopardize the sustainability of vital services, ensuring nonprofits receive the customer service and guidance they need from the City to effectively provide services to New Yorkers, and building systems to support agencies and the Office as they seek to support nonprofits. You will engage with both internal and external stakeholders by creating reports, dashboards and other performance management tools to provide data driven insights to help both stakeholders understand areas for attention and celebrate success. You will identify trends and develop strategies and recommendations to help address any potential issues before they arise. This role will require working substantially in PASSPort, the city’s contracting platform, and the office has capacity to support growth to become fluent in this area.
Working in close coordination with the Senior Director of Strategic Initiatives, the Project Manager will play a key role in the office’s data driven decision making and support agencies who do human services contracting. The Project Manager will perform the following job responsibilities, which include and are not limited to:
- Managing agency contracting and invoicing performance through data analysis and transparency, developing monthly dashboards;
- Supporting inquiries from City Hall leadership about key concerns or issues that arise for nonprofits. Supporting agency Chief Nonprofit Officers with data-driven insights to facilitate strategic changes within their agencies;
- Conducting quarterly sector surveys, trends analyses and other research to disseminate findings to City Hall leadership, agency leadership, and external stakeholders;
- Working with the MONS staff as they look to support nonprofits that do business with the City and their inquiries related to contracting and invoicing;
- Aiding in engagement with external partners by creating data snapshots specific to an organization or elected official;
- Lead and manage additional data projects as needed.
Preferred Skills:
The Project Manager will demonstrate a successful combination of the following key personal qualities, attributes, and professional qualifications:
- Intermediate proficiency in Microsoft Excel.
- Intermediate knowledge of Microsoft Power BI, with the ability to connect to data sources, create simple reports, and build interactive dashboards.
- Some level of knowledge of PASSPort is preferred.
- Knowledge of additional statistical coding is a plus.
- Strong analytical and problem-solving skills with attention to detail.
- Ability to communicate data insights clearly and concisely, both verbally and in writing.
- Highly skilled at gathering and interpreting quantitative/qualitative data
