As a Substation Design Engineer, your main responsibility is to design and layout high-voltage (HV) substations, ensuring their reliability, efficiency, and compliance with industry standards and regulations.
Collaboration with other engineers and support for project documentation and continuous improvement initiatives are also key aspects of this role.

Job Description

Roles and Responsibilities

As Project Engineering Manager for high-voltage GIS substation and synchronous condenser projects in Saudi Arabia, the role entails comprehensive leadership across engineering, coordination, and client interface functions. Key responsibilities include:

Engineering Management

Lead the end-to-end engineering scope for HV GIS and synchronous condenser projects (from concept to detailed design).Ensure engineering deliverables (SLDs, layouts, schematics, protection philosophies, equipment sizing, BOQs) comply with SEC, NG, and Aramco standards.Coordinate all technical disciplines: primary systems, secondary/control, civil interfaces, rotating machinery, and protection.Manage OEM and vendor integration, ensuring interface alignment between GIS, synchronous condenser packages, transformers, and balance of plant (BOP).

Project Coordination & Planning

Develop and monitor the engineering execution plan, aligned with project milestones and the EPC schedule.Coordinate with local design consultants, OEMs, SEC-approved entities, and site teams to ensure smooth delivery.Organize and manage disciplinary design reviews.Ensure that a proper technical risk analysis is conducted in case of innovation.Ensure proper global design freeze.Organize input data acquisition for O&MM and as-built documents.Facilitate and participate in design reviews, hazard analyses (e.g., HAZOPs), Factory Acceptance Tests (FATs), and Site Acceptance Tests (SATs) with client and vendor representatives.

Customer and Authority Interface

Act as the primary engineering interface for clients such as SEC, National Grid SA, and other regulatory stakeholders.Lead the preparation, submission, clarification, and approval cycle of:General Technical Particulars (GTPs) and equipment datasheets,Issued For Construction Drawings/As-Built Drawings and 3D layouts,Protection coordination studies and SCS (Substation Control System)/SCADA integration.Represent the engineering team in technical meetings, site visits, audits, and formal stage reviews.

Quality and Compliance

Ensure all engineering activities fully comply with:Saudi Arabian regulations, SEC/NG standards, and relevant IEC/IEEE/ISO norms,The company’s internal QA/QC policies, Engineering Handbook, and design control procedures.Review and validate all design documents, test plans, vendor drawings, and commissioning protocols before client submission.

Risk, Change, and Issue Management

Proactively identify technical and execution risks, especially related to grid compliance, machinery performance, and system interfaces and define mitigation strategies.Manage engineering changes and technical deviations, preparing justifications and obtaining client approvals.Troubleshoot and resolve site engineering issues, including design clashes, interface gaps, and installation challenges.

EHS and Design Safety Responsibilities

Ensure that all engineering designs adhere to EHS best practices and comply with Saudi Arabian regulations, SEC/NG EHS requirements, and international safety standards (e.g., ISO 45001, IEC 61508, NFPA).Integrate design safety principles (e.g., fail-safe mechanisms, fire protection, arc flash risk minimization, segregation of hazardous zones) into all engineering deliverables.Conduct and lead Design Hazard Reviews (DHRs), HAZIDs, and HAZOP workshops in coordination with HSE specialists, design teams, and client representatives.Identify potential safety risks during the design phase and ensure mitigation measures are incorporated early into layout, electrical, mechanical, and civil design elements.Support the preparation of Method Statements, Risk Assessments, and EHS Design Review Reports as part of project gate approvals.Coordinate with EHS and construction teams to ensure that engineering solutions are implementable safely during installation and commissioning.Promote a culture of safety-by-design and actively participate in toolbox talks, safety audits, and Gemba walks where engineering presence is needed.Ensure all engineering activities are aligned with the project’s Permit to Work (PTW) procedures and Construction Environmental and Social Management Plan (CESMP), where applicable.

Team Leadership and Development

Coordinate with discipline leads and guide engineering staff across GIS, electrical rotating equipment, and auxiliary systems.Facilitate technical workshops and design coordination sessions with team members based in Saudi Arabia and other engineering hubs.Support talent development and knowledge transfer, fostering a culture of technical excellence, compliance, and continuous improvement.

Required Qualifications

Bachelor’s or Master’s degree in Electrical Engineering,10+ years of experience in the engineering (design) and execution of high-voltage power systems projects,Proven track record in delivering HV GIS substations (110 kV and above).Prior experience in Synchronous Condenser projects or rotating machinery/grid stability solutions is highly desirable.Strong understanding of Saudi Arabian utilities’ standards, especially SEC, NG, or Aramco requirements.Ensure compliance with regional regulations such as Saudi Electricity Company (SEC) standards, Electricity & Co-Generation Regulatory Authority (ECRA) regulations, and Saudi Arabian grid codes, SASO standards, Transmission Material & System Specifications (TMSS), Transmission Engineering Standard Practices (TESP), Transmission Construction Practices (TCP).Interface with Saudi utility providers, and clients to align project deliverables with national grid requirements.Ensure compliance with relevant international standards such as IEC, IEEE, ANSI, NEMA, and CIGRE guidelines.General knowledge of Power System Equipment factories and products through FATs and site visits.Experience working in EPC/EPCM environments and interfacing with OEMs and global vendors.Fluent in English (spoken and written); knowledge of Arabic is a plus.No restrictions for entering and working within SEC premises, substations, and facilities.Strong leadership, communication, and cross-functional coordination abilities.Demonstrated ability to analyze and resolve problems.Able to live and work in Riyadh.Availability for on-site presence and regional travel within Saudi Arabia. Willingness to work in different locations for short or medium period and to travel worldwide.
