Project Controls ManagerJob Summary
The Engineering Management Team at the Los Angeles Refinery located in Carson, California is seeking an experienced Project Controls Manager to supervise and lead the entire Project Controls Subject Matter Experts in progressing, cost, reporting, scheduling and estimating efforts. This position will report to the Engineering & Major Projects Director and is responsible for providing leadership and guidance to Project Controls Specialists, fostering continuous improvement and professional growth, while focusing on strategic leadership & governance to support development of division objectives. The role will advance Marathon Project Management Process knowledge base with regards to project controls deliverables and fundamentals. Expectations include effectively supervising staff, interacting with other departments across Refining, championing project controls improvement and providing expertise in the evaluation, development, and implementation of project controls deliverables.
The available schedules for the position are 9/80, 5/40 or 4/1, after hours call occur several times a month and will support TAR once or twice a year with some additional hours. Monthly forecast and annual budget season will require extra hours beyond the typical business hours. Core Business hours are 8 AM - 3:30 PM.
Key Responsibilities
Provide leadership and guidance to project controls staff, fostering continuous improvement and professional growth.
Monitor the project controls performance of Engineering and Major Projects for Refining Project Portfolio. Provide oversight in all phases to ensure controls practices are implemented properly, staffing is appropriate, and deliverables meet quality standards. Work together with project teams to understand leading project controls indicators and recommends adjustments that will achieve desired outcomes.
Provide leadership, management and oversight for the 5 year budgeting process to ensure an accurate, timely budget submittal meeting the quality excellence the Los Angeles Refinery has repeatedly demonstrated.
Act as custodian for MPC’s project controls standards and guidelines and is responsible for site management of IPS including integration with P6, iTAR and iCON. Ensure the use and understanding of Marathon Refining Standard Practice (MPMP) and other marathon project management systems tools and procedures.
Drive consistency of project controls practices across Refining. Provide guidance on how to standardize project estimating and scheduling efforts. Develop methods to capture and utilize Marathon project controls metrics to allow for future validations and tracking improvements. Work with engineering firms to ensure best practices are being followed.
Interface with the Refining budgeting subject matter experts and project teams to ensure accuracy of Engineering and Major Project budgets. Ensure alignment of project controls reporting against the approved budgets.
Provide expertise in the evaluation, development, and rollout of project controls tools and software applications. Identify opportunities for automation, standardization, and efficiency gains.
Champion project controls training and improvement initiatives for Engineering and Major Projects. Advance the knowledge of project controls fundamentals and educates others on the requirements of Marathon’s standard practices. Participate in Industry organizations (AACE, CII, PMI) with the purpose of bringing fresh, different views to MPC Refining.
Engage with project teams, senior leadership, and external stakeholders to provide data-driven insights for decision-making.
Leverage project management software and tools to streamline project controls processes and enhance efficiency. Ensure that teams are trained in using these tools.
Focus on Performance Monitoring & Continuous Improvement by tracking KPIs, analyzing historical data, and implementing lessons learned to enhance estimating and scheduling efficiency.
Coordinate the overall project risk management process. Respond to project risk and opportunities through development of risk sensitivities; determination of risk effects to the project, prioritization of risks for mitigation, and development of procedures and techniques to enhance opportunities and reduce threats.
Monitor, review, assess and occasionally audit large projects for compliance with prescribed Refining Standard Practices, conformance with industry normal and alignment with local refinery particulars. Use knowledge of CII and IPA metrics to validate project status and benchmark large projects. Ensure project needs and execution plans are represented in the annual budget.
Oversee and direct the change management process used to control, document and track all project changes, evaluate impact of changes on project cost and schedule.
Participate in the contractor selection process including pre-qualification assessment, bid inquiry development, bid evaluation and contract award providing recommendations to incorporate project controls.
Coordinate the resolution of audit, tax, accounting, purchasing and legal issues as it relates to the project controls aspects of project execution.
Education, Experience and Skills
Minimum Qualifications
Must have a High School Diploma or GED is required. (Education must be obtained/completed prior to start date)
Must have a minimum of 10 years of experience in project management, project controls, and execution with focus on large scale projects.
Must have Advanced skills and knowledge with Excel, Primavera (P6) and SAP.
Must be proficient with Word, Outlook and PowerPoint.
Must be a critical thinker with strong communication and interpersonal skills.
Must be able to wear appropriate PPE in the refinery (respirator), be able to physically perform all tasks in the field and take hair drug test and physical.
Must have a valid driver’s license. (MPC determines valid status.)
Must be legally authorized to work in the US without the need for future VISA sponsorship.
Travel Requirement is 10% or less.

Preferred Qualifications
A bachelor’s degree in Engineering, Construction Management, or similar field is preferred.
Previous supervisory or leadership experience is preferred.
Experience with the following software IPS, iCON, iTAR, Track, RCR, Analytics, STOx, Maxavera, XENA is preferred.
