Responsible for the day-to-day tactical duties for a technical program. Responsible for the administrative/operational leadership of a project within the program guidelines set by management and the client.
**This position is located in our Baltimore, MD office; however, a hybrid working model is acceptable. You will be required to work in a CGI Federal office two days per week**
Managing the overall staffing lifecycle including:
o working with project managers and leaders to identify staffing needs, liaising with internal recruiting and vendor partners to source candidates, reviewing candidate resumes, coordinating interviews and candidate offers.
o Managing the onboarding and setup process for new team members, including all documentation and paperwork and ensuring a smooth transition and integration into the project environment.
o Managing the offboarding process for departing members.
o Developing and maintaining metrics and KPIs related to staffing.
• Vendor and Subcontractor Management: Oversee subcontractor relationships and negotiations, ensuring compliance with defined processes and maintaining effective communication and collaboration.
• Corporate Interface: Collaborate with internal corporate support teams to align project activities with organizational standards and practices.
• Training Development: Create and execute comprehensive training plans to enhance team capabilities and support project objectives.
• Project Related Reporting, Documentation, and Coordination and Communication related activities such as Status Reporting, Invoice reconciliations, Policies and Procedures, Team meetings and presentations, etc.
• Strategic Support: Assist program leaders with strategic planning and business development activities, contributing to the growth and success of the project.
• Manage project charge codes, validate accurate and timely submission of timesheets, and manage on-boarding process for new hires and subcontractors.
• Support budgeting and forecasting activities and analysis against actual costs. Verify customer and subcontractor invoices.
• Ad Hoc Support: Provide flexible and responsive support to a diverse and geographically dispersed team, addressing immediate needs and challenges as they arise.
• Bachelor’s degree with 8 years of relevant experience or above
• Strong organizational skills with the ability to manage multiple priorities and tasks effectively.
• Proven experience in project management or administrative roles, preferably within government contracts or large-scale projects.
• Excellent communication skills, both verbal and non-verbal, with the ability to interact professionally with diverse stakeholders.
• Must be an analytical and independent problem solver, and have strong organizational skills
• Demonstrated ability to follow through on commitments and deliver results in a fast-paced environment.
• Experience in liaising with internal and external teams, including recruiting, vendors, and subcontractors.
• Familiarity with compliance standards and processes within corporate and government settings.
• Understanding of technology and experience working in an IT environment; high degree of familiarity with different terms, coding languages, platforms and technical disciplines.
• Proficient in MS Tools (Excel, Word, PowerPoint, Teams, Outlook, Visio, Project)
• Knowledge of Social Security Administration Social Security Administration’s Mission and Programs a plus
• Experience delivering Section 508 compliant applications, deliverables, and communication a plus.
• PMP and CMMI related certifications a plus.
• Managing contract support functions including financial/contract/subcontract/procurement activities.
• Interfacing with COTR-level government staff.
• Exhibiting superior oral and written communication skills.
• Managing, mentoring, developing, and maintaining resources across multiple task orders.
• Managing a formal problem resolution process showing the successful and timely resolution of issues.

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $69,700.00 - $154,300.00.
