About the Indiana Department of Transportation: This position is responsible for ensuring federal, state, and local public agency (LPA) financial requirements are met for project closeout. This includes reviewing and reconciling project costs on federal-aid, state, and LPA projects, determining and requesting adjusting transactions in the PeopleSoft Project Costing module and preparing the project for closure. The ideal candidate should possess strong communication skills as coordination with district and central office financial and administrative staff is often required to prepare all the associated contract requirements for project closure. Audit scenarios vary and will not follow a set process requiring an ability to analyze large sets of financial data to find irregularities in financial records. Role Overview: Review and analyze project costs and other related financial data to confirm federal eligibility requirements and project agreements were met. Coordinate the efforts of district and central office financial staff to prepare the project for closure. Run reports in several systems including PeopleSoft (PS), Project Close out (PCO), ThoughtSpot, Federal Highway Administration's (FHWA) Fiscal Management Information System (FMIS), and other in house systems. Utlize Excel templates to reconcile project financial data. Submit project funding requests to make adjustments to the project in FMIS. Analyze and request adjusting transactions in the project costing module within PeopleSoft Financials. Independently uses system tools such as PeopleSoft Financials, internal INDOT applications and FMIS to research and identify projects for release and closure within the federal system FMIS and calculating and completing de-obligation funding requests reducing inactive and expiring federal projects. Recommend federal, state and local public agency (LPA) projects for closure upon final financial reconciliation and approval. Location : This position is located in INDOT’s Central Office, Indianapolis. Salary : This position traditionally starts at an annual salary of $53,222.00. Salary for this position may be commensurate with education and job experience. This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary. What You'll Need for Success: You must meet the following requirement to be considered for employment: + Bachelors Degree in Accounting, Business Administration or Finance preferred, or 3 years of directly applicable job experience; + Knowledge of accounting and auditing methods, techniques and procedures; + Experience with Microsoft Office software, especially Excel, including pivot tables and formulas; Experience with business analytics software such as Microsoft Power BI, and or ThoughtSpot. Proficiency in using enterprise financial systems such as PeopleSoft; + High degree of curiosity and the ability to analyze financial data and find irregularities in financial records; Ability to conduct research, draw logical conclusions and take appropriate action or make recommendations; Ability to work independently and reliably once competency has been demonstrated.
