Project Assistants - Cash & Food Assistance (2)
The Role:
The Food and Cash Assistance Project Assistant will support the implementation, monitoring, and reporting of food and cash-based assistance activities, including digital registration of beneficiaries through WFP’s SCOPE system. This role is essential in delivering timely, accountable, and dignified assistance to vulnerable communities affected by food insecurity, conflict, and climate shocks, in line with donor standards and World Vision’s operational frameworks.
Key Responsibilities:
Project Implementation Support
Assist in organizing and conducting community mobilization, targeting, and sensitization sessions.Support in the distribution of food items, cash transfers, or electronic vouchers, ensuring compliance with program guidelines and humanitarian standards.Provide logistical and administrative support for registration and distribution activities.Liaise with community leaders, local authorities, and partners to ensure smooth implementation of assistance activities.Beneficiary Registration & Management (with SCOPE System)
Conduct household-level beneficiary registration using WFP’s SCOPE system, including biometric data capture and ID issuance.Maintain accurate, up-to-date digital records and regularly update changes in beneficiary data (e.g., household size, relocation).Support data deduplication, troubleshooting, and validation in collaboration with WFP and IT focal points.Ensure privacy and data protection standards are upheld during all phases of beneficiary data management..Cash-Based Programming (CBI)
Assist in the implementation of cash-based interventions including mobile money transfers, vouchers, or hybrid modalities.Coordinate with Financial Service Providers (FSPs) and Mobile Network Operators (MNOs) for the delivery of cash assistance.Support regular market assessments and price monitoring to inform transfer values and program design.Monitor cash delivery processes and resolve beneficiary complaints or payment issues in coordination with finance and protection teams.Monitoring, Accountability, and Learning
Participate in Post Distribution Monitoring (PDM), community feedback collection, and beneficiary satisfaction surveys.Promote the use of Complaint and Feedback Mechanisms (CFM), and ensure timely referral and resolution of reported issues.Document lessons learned, success stories, and recommendations for improvement.Contribute to internal and donor reporting with accurate, field-based data.Coordination and Representation
Participate in field-level coordination with NGOs, UN agencies (particularly WFP), and local authorities.Represent World Vision in community and sector-level meetings when delegated.Contribute to alignment with inter-agency standards, especially Cash Working Group (CWG) tools and guidance.Required Qualifications and Experience:
Bachelor’s degree in Social Sciences, Development Studies, Agriculture, or related field.Minimum 1–2 years of experience in humanitarian food security, cash programming, or community-based projects.Proven experience working with WFP’s SCOPE registration system is highly desirable.Knowledge of cash programming tools and digital data collection (e.g., KOBO, RedRose, CommCare).Strong interpersonal and communication skills, with experience working closely with vulnerable populations.Good written and spoken Somali, with working knowledge of English.Working Environment:
The position is based in Garbodadar, Somaliland with regular travel to other field locations.Applicants must have prior experience using WFP SCOPE registration machines and should have worked in, or possess a strong understanding of, the project areas of Lughaye and Saylac.World Vision is a child-focused organization that is committed to safeguarding all children as well as adult beneficiaries, and has zero tolerance for incidents of violence or abuse against children or adults, including sexual exploitation or abuse, committed either by employees or others affiliated with our work.
