Northrop Grumman Defense Systems Sector is currently seeking a Programs Market Area Manager, at a Manager Programs Level 3, in our growing Fuzing and Warhead business, within our Missile Products Business Unit (BU), at our Plymouth, MN location. This position reports directly to the segment Program Director. This position is on-site and no remote work arrangement is available.
As a member of the Fuze & Warhead leadership team, the Market Area Manager provides oversight of program execution within the Bombs and Missiles Market Area. The primary objectives include ensuring delivery of all contractual requirements on cost and on schedule, driving market area growth, and providing training and guidance for program management execution. Specific duties include:
Managing a portfolio of programs and providing oversight support to program managers executing the programs. This role does not include direct reports. Also function as an individual program manager for key programs and pursuits. Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout).Establishing, cultivating and maintaining effective customer relationships and intimacy to develop further opportunities within the customer communityEstablishing, developing and supporting new business opportunities through long term strategic planning, capture planning, and development of proposals and business plansArchitecting and maintaining a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizationsCreating and leading cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectivesEstablishing, measuring and reporting critical program performance metricsDeveloping and delivering effective presentations to customers, executive management and other program stakeholdersArchitecting and participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditionsEstablishing and supporting design concepts, criteria, and engineering efforts for product production process research, development, integration and testCreating, managing, reviewing and finalization of the program Statement of WorkDeveloping, evaluating, distribution, tracking, and completion of program requirementsApproving, establishing and managing program and portfolio schedule baselinesApproving, establishing, managing and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and toolsPrioritizing, developing, evaluating, allocating and managing program resources needs and accountability, including workforce planningAllocating, developing and managing Government/customer supplied property or information (GFE, CFE, etc.) requirementsEstablishing, cultivating and managing quality suppliers to meet program objectivesEnsuring adherence to all internal processes, policies, and applicable industry standardsArchitecting, developing and ensuring program team understands and adheres to contract scope, and manages change through control board activitiesArchitecting, developing, managing adherence to master program plans and schedulesArchitecting, developing, managing and conducting thorough risk & opportunity management practices including identification, mitigation and realizationDesired Attributes:

Bachelor’s degree and 10 years of experience OR a Master’s degree and 8 years of experience supporting U.S. Government contracts and customers and/or project management in other industriesMinimum 10 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either a project lead, integrated program team lead or cost account managerMinimum 10 years of demonstrated success leading teams/and or organizations to achieve a common goalKnowledge of pricing and proposalsHigh level of competency in Project Management skills and toolsetsCompetent in standard Microsoft Office Suite (i.e. PowerPoint, Excel, Word, Outlook)Must be able to obtain a DoD security clearance (US Citizenship is a requirement)Preferred Qualifications:
A degree in a science, engineering, or a business programExperience in the aerospace/defense industry or within the Department of Defense or NASA PMP® certificationExperience in Proposal ManagementExperience with Lean, Six Sigma, Agile methodologiesAbility to define technical strategy to promote capturing business in new areasActive Security ClearanceSalary Range: $178,500.00 - $267,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
