POSITION SUMMARY: Direct and manage program management activities for the Transportation Systems Division (TSD).  Oversee staff required to manage multiple, complex programs.

THE ESSENTIAL FUNCTIONS OF THE POSITION INCLUDE, BUT ARE NOT LIMITED TO THE FOLLOWING: Direct, manage, and coordinate TSD Programs activities between stakeholders, car builders, transit agencies, and systems and sub-system suppliers. Direct TSD Program Managers in accordance with Client requirements. Collaborate with internal personnel to establish program objectives and goals. Meet with car builders, consultants, and transit agencies  to understand requirements, develop program specifications and meet expectations. Organize program kick-off meetings, both internally and externally. Quote capital spare parts orders and change orders to the customer. Develop and maintain accurate program schedules that are used to set the TSD production schedule. Direct Program Managers in preparation of program status reports and keep management, customers, and others informed of program status and related issues. Work with Program Manager(s) and management to establish commissioning and warranty spare parts inventories. Guide Program Managers with preparation of project cost data analysis. Support procurement activities with subcontractors throughout the contract term. Direct Field Service operations at customer sites. Establish and maintain contract commissioning and warranty support for car builders and transit agencies. Coordinate and support procurement and field quality assurance personnel in the resolution of subcontract quality issues. Assist in understanding contract compliance with regard to technical specifications, deliverables and statutory requirements. Prepare Programs Department plans to meet annual sales plans, staffing plans, operating budgets, and capital budgets. Manage TSD Programs department budget and ensure accurate bill-back of charges. Manage and direct staff according to Company policies and procedures to effectively achieve Company, Division, and Department objectives. Develop employees by training, cross training, and providing continuing education opportunities.  Conduct performance reviews and provide input for salary decisions. Support and make recommendations to improve Company policies and procedures. Provide input to lessons learned meetings and support establishment of standards, “best practices” and corrective action. Further the goals and positive, professional image of the Transportation Division through positive interactions with other departments, vendors, customers, and Client locations. Know MEPPI’s Quality, Safety and Environmental Policies.  Be able to fully discuss the importance of these policies and how they impact work.
EDUCATION/SPECIAL SKILLS/EXPERIENCE/TRAINING: Bachelor’s Degree in Electrical Engineering or related technical field with a minimum 10 years of  experience in program management with a transit car builder, major transit system supplier, transit authority or industrial manufacturer of large capital equipment and a minimum 5 years of management experience, or equivalent education and experience. Advanced  knowledge of modern transit operations, on board equipment and systems and way side equipment. Advanced skills in and knowledge of controlling program schedules, contract deliverables and payment milestones. Intermediate knowledge of transit program contractual obligations and terms and conditions. Advanced interpersonal, communication and presentation skills required to communicate with employees, vendors and customers. Advanced analytical and problem-solving skills. Ability to work in multicultural environments with emphasis on Japanese culture. Advanced computer skills with emphasis on Microsoft Office Products and business systems PHYSICAL/MENTAL CHARACTERISTICS OF THE POSITION AND ENVIRONMENTAL FACTORS OF THE WORKPLACE:
Ability to travel domestically and internationally up to 35% of the time as required
