The Opportunity:
The Transition Manager (TM) will serve as the senior lead responsible for planning, executing, and overseeing the transition/startup phase of a newly awarded Department of Defense contract. This includes comprehensive coordination with government stakeholders, contractors, and internal teams to enable seamless mission continuity and achievement of contract objectives.

Responsibilities:

End-to-End Transition Planning - Develop and implement detailed Transition Phase-In (and Phase-Out, if needed) plans—covering objectives, timelines, staffing, facilities, systems access, documentation, processes, and risk mitigation.Central Point of Contact - Act as the primary liaison for all transition-related activities with Contracting Officer (KO), Contracting Officer’s Representative (COR), internal stakeholders, CEO, PMO, and other government and contractor teams.Staffing & Onboarding - Coordinate staffing transfer from incumbents, onboard new personnel, manage clearances, and ensure facility and IT access are achieved prior to contract start.Operational Readiness & Oversight - Track and report milestones, progress, issues, and risks. Ensure full operational capability at the close of transition.Risk & Issue Management - Proactively identify transition challenges; implement mitigation strategies and continuously optimize processes.Post-Transition Evaluation - Perform lessons learned review to document best practices for future transitions.


Qualifications:

Required: 

Security Clearance: Active TS/SCI required; TS/SCIEducation & Experience: Bachelor’s degree in Business, Management, Project Management, or related discipline OR high school diploma with 10+ years of relevant experience.5+ years (or 10+ with HS diploma) in managing DoD contract transitions/startups.Contract Transition Experience: Demonstrated execution of Phase In/Phase Out transition plans for large DoD contracts involving 100+ personnel.Certifications: PMP or PgMP preferred (active certification expected).Leadership & Communication: Proven skills in stakeholder engagement, written and verbal communication across varied teams, public and government audiences.Project Management Skills: Expertise in scheduling, budgeting, resource allocation, risk mitigation, and applying industry best practices.DoD Operational Exposure: Preferably experience supporting a Combatant Command.

8+ years supporting DoD programsPrior leadership in contract startup for COCOM level programsFamiliarity with DFARS, DoDI 3020.41, and operational contract support directives

The proposed salary range for this position is:

$95,500-$210,100
