Program/Project Management Analyst

Overview:

This position supports the Naval Test Wing Atlantic (NTWL) aircraft financial accounts.  These accounts are executed by three separate squadrons, 12 different aircraft Platforms, and every program management office. 

Job Summary:

Provide advice on the management of the Aircraft Operating Account (AOA) and Major Range & Test Facility Base (MRTFB) aircraft account.  

Education and Experience:

3 to 8 years of experience performing program management processes and proceduresBachelor of Arts or Bachelor of Science degreeAssociate's degree plus two (2) years additional work experience performing duties described OR four (4) years additional work experience performing duties described can be substituted for the BA/BS degree

Essential Duties: 

Advise the Aircraft Operations Officer and senior leaders on:Planning, budgeting, and execution of the AOA Formulation of budgets and estimates for the MRTFB aircraft accountCost and benefit analysis of alternative methods of financial management You will be advising on fiscal, accounting, and financial management duties and responsibilities that are performed by incumbents

Knowledge, Skill and Abilities:

Requires extensive experience managing the Aircraft Operating Account (AOA) and Major Range & Test Facility Base (MRTFB) aircraft account, including knowledge and historical background in the following:Comprehensive planning, budgeting, and execution of the AOA and MRTFB aircraft account.  Expert on financial policy, laws and regulations related to budgetary matters.  Ability to analyze situations and fit them into the established process or determines how to adapt without violating any financial management regulations or guidelines.  Extensive knowledge on various appropriations and tracking execution, aircraft expenses such as aircraft maintenance labor, fuel, repairable and consumable parts, Fleet Readiness Center support, Weight & balance measurements, aircrew flight clothing, hazardous materials, etc.   Extensive knowledge of Flight Hour Accounting Subsystem (FHASS), Flight Information Scheduling and Tracking (FIST) application, and Defense (DoD) Planning, Programming, Budgeting and Execution (PPBE) system

The projected salary range for this position is $43.00 to $48.00, per hour and is based on experience and contractual requirements.
