Mission: The mission of GOSHEP is to utilize three priorities to save lives, protect property, and maintain infrastructure: + Priority Number One: Ensure that GOHSEP serves as the emergency arm of the Governor and works hand in hand with all emergency support/recovery function agencies as part of the U.S. National Response Framework and the Louisiana Homeland Security, Emergency Assistance and Disaster Act in preparation, response, recovery, mitigation, and prevention of crisis events. + Priority Number Two: Ensure that all Municipalities, Parishes/Parish Organizations, Sub-Recipients, and State Agencies have a voice and an agency to champion them in obtaining maximum funds in all applicable federal and state programs in an expeditious manner. + Priority Number Three: Consistently review internal best business practices and potential for Improvements. It is essential to review the actual mission and output of internal departments to ensure elite levels of support to all stakeholders in Louisiana. Goals: + GOHSEP will apply leadership directly towards lifesaving measures and mitigation efforts to protect public/private property and establish/maintain a safety net to protect, operate, and improve our infrastructure. + GOHSEP will quickly and efficiently move resources through the emergency management cycle: preparation, response, recovery, mitigation, and prevention. The definition of resources at each stage involves all five divisions and changes depending upon the stage. The five divisions will all operate in support of each other in a deliberate, synchronized fashion. + GOHSEP will internally hold itself accountable as an operational arm of government with a strategic directive: GOHSEP will be unwavering in our efforts to save lives, protect property, and maintain infrastructure. + GOHSEP will standardize internal strategic concepts in a specific format to streamline communication into clear concise products. Is there a specific path to decide the solution? Does the solution support the purpose (center of gravity)? Minimum Qualifications Minimum. A baccalaureate degree plus a minimum of two (2) years of work experience in homeland security or emergency management. Substitutions Six years of full-time work experience in any field may be substituted for the degree requirement. Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows: A maximum of 120 semester hours can be combined with experience to qualify. 30 to 59 semester hours credit will substitute for one year of experience. 60 to 89 semester hours credit will substitute for two years of experience. 90 to 119 semester hours credit will substitute for three years of experience. 120 or more semester hours credit will substitute for four years of experience. College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years full-time work experience to qualify. NOTE: A college degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Association of Colleges and Secondary Schools; the New England Association of Schools and Colleges, Incorporated; the North Central Association of Colleges and Secondary Schools; the Northwest Association of Secondary and Higher Schools; the Southern Association of Colleges and Secondary Schools; the Western Association of Schools and Colleges. Additional Information Preference will be given to an individual with experience in GIS, and Basic web design to include; HTML, JavaScript and/or CSS programming languages. Preference may be given to applicants with direct emergency operations center experience or emergency management experience in one of the following fields at the local, state level or federal level of government: law enforcement, fire services, emergency medical services, emergency preparedness, hazard mitigation, health/medical, homeland security, mass care, or public assistance. Applicants must be available to travel occasionally including overnight travel. Applicants must have effective oral/written communication skills, strong analytical skills, ability to work independently, and effective interpersonal skills. Applicants must have knowledge of Microsoft Office applications. Applicants must be able to work 12 hour shifts, day or night, including weekends and holidays, for extended periods during emergencies, which may be frequent in nature. Must present and maintain a valid Louisiana driver’s license. Applicant must have or be able to obtain DHS Secret Level Clearance and PCII Certification. Job Specification EXAMPLES OF WORK: --Build GIS Layers and enhance WebEOC functionality. --Advises supervisor and/or upper management on all situations as needed --Ensures the State Emergency Operations Center (SEOC) remain in a daily state of readiness, and assists in preparing and posting documents that provide situational awareness to all stakeholders. --Collaborates and builds information with Federal, State, and local governmental agencies and private industry to support a clear, concise, and comprehensive picture of the State’s significant events. --Monitors WebEOC and assists in processing resource requests submitted via phone and through WebEOC. --Conducts operational and WebEOC training to local and State agencies. --Assists in the formulation of State EOC policies and procedures. --Participates in training courses and exercises. --Works in the Emergency Operations Center during activation with the ability to work 12 hour shifts or longer for extended periods. --Works extensively with GIS, PowerPoint, Excel and Word documents.
