Job Description:

Parsons is looking for an amazingly talented Program Manager to join our team! In this role you will get to contribute to the transformation of Abu Dhabi.

What You'll Be Doing:

Leading a team delivering design projects across Abu Dhabi

Working with our technical teams to deliver innovative solutions

Feeding back to the Program Director on the health of the program in relation to time, cost and quality

Working closely with the client team to build relationships and work in a collaborative way

Support the Project Directors and their teams to deliver their projects

Acts as the Company representative with the client  during the program execution.  Negotiates changes to the scope of work with the client and key subcontractors.  

Establishes the program requirements for all areas of the project and monitors the draft and final deliverables for adherence to these criteria.  

Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned project.  Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths.  

Provides input to performance reviews and development plans for subordinates. 

Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.   

Discuss the qualifications required of the key project positions in specific detail with the relevant department managers.   

Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project.  Ensures that the project meets or exceeds the goals established in these plans.  

Develops core training schedules, records, and risk management reviews in coordination with the client. 

Works with the key project individual to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work.  Advises the client and company management of any such changes.  The Program Manager is specifically responsible for maintaining current and timely change orders. 

Promotes technical and commercial excellence on the project through application of Quality Assurance processes.  Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule. 

Identifies, recruits, and hires top key talent to differentiate our offering in the utility market. 

What Required Skills You'll Bring:

Bachelor’s degree in Engineering. A Master’s degree or PMP certification is highly desirable.

Minimum of 20 years of experience managing utility programs or large-scale infrastructure projects, with a focus on wet infrastructure

Proven experience in managing budgets, schedules, and resources for large, complex utility projects.

Solid understanding of regulatory and compliance requirements for utility infrastructure

An ability to work in a collaborative way with colleagues and clients

An ability to understand multiple projects and manage performance risk

An ability to produce high quality reports and presentations and deliver internally and externally

What Desired Skills You'll Bring:

Effective oral and written skills for client presentations, technical reporting, and internal/external correspondence 

Ability to effectively present information to key stakeholders as required by the client 

Significant experience in PMC projects. 

Understanding of the PMC, construction and design delivery process and the functions inherent to construction management of large-scaled projects 

Understanding of budget development and cost accounting 

Ability to manage and encourage a team of design and construction management professionals 

Ability to interface with all levels with project team, client, and others 

Knowledge of construction contract negotiation and administration 

Ability to read, analyze and interpret complex documents 

Ability to respond effectively to the most sensitive inquiries or complaints 

Ability to apply principles of logical or scientific thinking to a wide range of support function problems 

Ability to function in a multi-organizational environment by developing relationships that complies with the client’s proactive, collaborative culture. 

Thorough knowledge of industry practices and regulations are required 

Must also possess a thorough knowledge of current technology in implementing an effective integrated digital platform tool to centralize all documents and online approval workflows
