PROGRAM MANAGER (SQUADRON COMMANDER)
Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a PROGRAM MANAGER (SQUADRON COMMANDER), Position Description Number D2415000 and is part of the CO 140 CS, National Guard. This position is located at an Air National Guard (ANG) Wing, Operations Squadron, with a flying mission established by National Guard Bureau (NGB). Responsibilities The primary purpose of this position is to server as the commander (Non-Rated), provide leadership, management, and oversight of missions and associated subordinate units, as well as other ANG units performing Air Force missions. Execute the Mission: has the authority and responsibility to act and lead the Squadron to accomplish the mission(s). Primary mission(s) execution: responsible to execute the mission described in the Mission Directive, Designed Operational Capability statement, Unit Type Codes (UTC), or specified by order of a superior commander. Air Expeditionary Force (AEF) readiness: implements qualification and certification programs to meet mandated United States Air Force (USAF), Major Command (MAJCOM), Air National Guard and readiness standards IAW reporting guidelines. Mission Assurance Command and Control: maintains the ability to command and control the unit against all relevant threats and hazards to assure mission success at all times. Lead People: maintains effective communication processes and ensures unit members are well disciplined, trained, and developed. Communication: develops a two-way vertical and lateral communication system requiring agile and timely response to environmental changes. Discipline: cultivates a culture of compliance and accountability while promoting unit and mission pride. Training: ensures individuals, teams, and units are adequately trained. Development: supports the professional and personal development of subordinates, strengthening their physical mental, social and spiritual resiliency in an effort to build well-rounded Airmen. Quality of Life Engagement: engages in the lives of unit subordinates, where appropriate, to improve quality of life, promote unit morale, and ensures all members are treated with dignity and respect. Manage Resources: Responsible for manpower, funds, equipment, guidance, and unit member's time required to complete the assigned mission(s). Manpower: exercises supervisory personnel management responsibilities. Funds: creates credible, defensible, executable, and cost-effective budgets for mission execution. Equipment: ensures all equipment is accounted for, maintained, and adequate for the assigned mission(s). Guidance: publishes guidance to document unit-specific processes and standards and ensures unit members have access to all command, technical, legal, and procedural guidance necessary for mission accomplishment. Unit Member's Time: maintains a stable and predictable work schedule for subordinates, while balancing mission requirements and additional duties. Improve the Unit: fosters a culture of innovation and challenge inefficiencies. Strategic Alignment: maintains a strategic plan that coincides with national, regional, and state military strategies and local limitations. Process Operations: has knowledge of critical processes, and constantly seeks to improve and standardize those processes to produce more reliable results. Commander's Inspection Program: has legal authority and responsibility to inspect their subordinates and subordinate units. Data-Driven Decisions: makes decisions using all available resources, falling back on experience and judgement in situations with limited data. Exercises supervisory personnel management responsibilities. Incumbent functions under the general supervision of the Operations Group Commander, which is three reporting levels below the first general officer in the direct supervisory chain. Performs other duties as assigned. Requirements Conditions of Employment Qualifications Military Grades: O-4 to O-5 Compatible Military Assignments: 17D or 14N AFSC 1. Specialized experience will be used to determine qualifications for the announced position. 2. An applicant's RESUME must provide, in detail, how they meet each specialized experience listed below. 3. It must be documented with "from (mm/yy)" and "to (mm/yy)" dates and description of the specialized experience. 4. If education or a degree is required as part of the "Specialized Experience", you must include transcripts. DO NOT copy each bullet listed below word for word and place into your resume; you must describe your personal experience as it pertains to each bullet. You will be immediately disqualified if you fail to include specialized experience in your resume. Must have at least 36 months of Specialized Experience in each of the following: Experience analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources. Knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Relocation and Recruitment Incentives Eligibility: Recruitment-Employee newly appointed to a position or following a break in service of at least 90 days. Relocation-Current employee who relocates to accept a position in a new geographic area. If you are eligible for a relocation incentive, the employee must have an appraisal from the prior with that's a 3 or higher. Payments: Up to 25% of the annual rate of basic pay as of the beginning of the service period (includes locality pay/special rate supplement) multiplied by number of years (and fractions) covered by the service agreement. Option for lump sum available. Subject to availability of funds and must be approved by TAG. Education Substitution of Education for specialized experience - Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements. Per ARNG-HRH Policy Memorandum #10-39, mandatory Full Time Staff (FTS) training is required within a year of hire as a condition of employment in vacancy announcements for both Technician and Active Guard Reserve positions. Failure of new FTS personnel to complete NGB prescribed courses at PEC within the first year of employment may be cause for reassignment to other full-time positions or termination of their employment. 11. Current COANG Technicians and AGRs hired for a position in which an MCR is required will remain in their current status unless/until the MCR is approved.
