In May 2023, Governor Polis signed House Bill 23-1272 Tax Policy That Advances Decarbonization (https://leg.colorado.gov/sites/default/files/2023a\_1272\_signed.pdf) , which authorizes the Colorado Energy Office (CEO) to provide financial assistance through refundable tax credits for the exploration and implementation of eligible industrial greenhouse gas emission reduction projects in Colorado. Specifically, the bill creates The Colorado Industrial Tax Credit Offering (CITCO) and the Geothermal Electricity Tax Credit Offering (GETC) which will provide over $200 million in incentives over nine years, representing one of Colorado’s biggest investments in industrial decarbonization and geothermal energy.

Description of Job
Starting Salary Range: $80,000.18 - $89,000.08 Annually
*This position is eligible for a hybrid and/or remote working arrangement. Hybrid positions are expected to be present at the office location for no less than one day per work week.
This announcement is open only to eligible individuals currently employed within the Office of the Governor. The Program Manager will manage and continue the development of SIFI’s tax credit programs, conduct research, and provide strategic and administrative support. The Program Manager will support the evolution and management of HB23-1272, with a focus on the implementation of the Industrial and Geothermal tax credit programs.
This position will lead all aspects of program delivery: working with and managing the program administrator, identifying resources, engaging stakeholders, promoting and marketing programs, managing databases, developing goals and metrics, monitoring relevant energy policy, and ensuring effective program design and reporting. The Program Manager will also have an opportunity to help develop and support other SIFI programs as deemed necessary and possible.
Duties and Responsibilities:
Industrial and Geothermal Sectors:
+ Manage the overall implementation of CEO’s industrial and geothermal tax credit initiatives
+ Help act as CEO’s representative for GETCO & CITCO decarbonization tax inquiries and help lead coordination with key state agency partnerships and the Governor’s Office.
+ Help develop and oversee the implementation of a tax decarbonization outreach engagement plan, as well as updating and revising CEO’s strategic plan as required
+ Work with CEO’s policy and regulatory team to propose strategic policy initiatives for the industrial and geothermal sectors.
+ Lead steering committee meetings to help inform tax credit offerings
+ Occasional travel around the State to build and manage relationships with community partners
+ Represent CEO to prospective partners and key collaborators
+ Perform necessary program administration duties, including procurement (contractor support and tax credit application cycles), invoicing, and budget management.
+ Develop and manage program and project-level data collection and reporting for internal and external audiences and stakeholders
+ Work with other members of CEO’s industrial team to refine application documentation annually
+ Assist in advancing Equity, Diversity, and Inclusion initiatives
Program Administration:
+ Develop programming work plans and associated contracts or tax credit agreements.
+ Perform program administration, including procurement, invoicing, reporting, and budget management.
+ Lead stakeholder meetings to support the CEO’s goals.
+ Work independently and with communications staff to prepare collateral resources that support program marketing, including flyers, newsletters, presentations, etc.
+ Lead program outcomes and propose changes to the Senior Program Manager for program improvements to support the annual strategic planning process.
+ Lead the development of and monitor program operational measures and report progress toward goals.
General:
+ Adhere to all health and safety policies in the planning and execution of activities.
+ Maintain positive working relationships with diverse stakeholders within the market area.
+ Abide by office policies and procedures in a manner that ensures fiscal responsibility and promotes efficient, effective, and elegant government.
+ Use of word processing, spreadsheet, database, and scheduling software applications to prepare correspondence, plans, reports, schedules, and other documents related to the project.
+ Assist other CEO departments in carrying out unit and office-wide priorities.
+ Participate in and travel as necessary to designated events and conferences in support of office programming.
+ Other duties as requested and required.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications:
+ Bachelor’s degree or equivalent experience in a relevant discipline (business, finance, public policy, or related field); additional consideration will be given to candidates with an advanced degree and/or relevant certifications.
+ Minimum of three years of professional experience in project or program development and management.
+ Strong time management and organizational skills.
+ Strong written, oral, and presentation communication skills.
+ Demonstrates a high level of initiative as well as the ability to work both independently and in a team environment.
+ Excellent computer skills, including the Google suite.
Preferred Qualifications:
+ Preference given to candidates with an in-depth understanding of energy programs in industrial or geothermal sectors.
+ Preference given to candidates with knowledge of energy consumption, greenhouse gas accounting and management practices, technologies, and industrial processes.
