About the Division of Youth Services: The Division of Youth Services (DYS) provides a continuum of residential and non-residential services that encompass juvenile detention, commitment, and parole. DYS is the agency statutorily mandated to provide for the care and supervision of youth committed by the District Court to the custody of the Colorado Department of Human Services. The Division operates numerous secure facilities that serve youth between the ages of 10 and 21, who are pre-adjudicated, sentenced, or committed. The Division also contracts with numerous private residential and non-residential service providers throughout the State. For pre-adjudicated youth, the Division is also responsible for the management and oversight of Colorado Youth Detention Continuum, a State-funded, locally administered program that provides services to youth at risk of further progressing into the juvenile justice system. In addition to residential programming, the Division administers juvenile parole services throughout the State. The unit also serves to represent the Division with local juvenile justice partnerships, committees, statutorily mandated boards, and governmental/private entities including but not limited to: district attorneys, public defenders, county departments of human services, judicial officers, juvenile probation, local school districts and mental health centers. This unit provides oversight and fiscal support for detention services that may include screening, assessment, community supervision and treatment of pre-adjudicated youth through the Colorado Youth Detention Continuum. This unit also provides case management and juvenile parole services to youth committed to the custody of the Colorado Department of Human Services, Division of Youth Services. This includes planning and oversight for youth in residential placement, facilitation of multi-disciplinary teams, the development of transition plans and parole plans, and the active monitoring of juvenile parolees in the community. The region is charged with ensuring the safety and security of each youth, staff, and the community according to Colorado law. The Southern Region Office is responsible for resource development and management to facilitate service provision and includes but is not limited to personnel, and contract programs, throughout 21 counties and seven judicial districts. About this Position: This position develops, improves and oversees transition of youth throughout the DYS continuum. Key responsibilities include developing links to sustained support for youth and families and managing and supervising transition and parole services for the purposes of safety, consistency, and effectiveness for improved outcomes and recidivism. In addition, this position participates in Community Collaboration related to the Colorado Youth Detention Continuum and Collaborative Management Programs, crossover youth, and partnering with local stakeholders for seamless information sharing and transition throughout the continuum of care. This position works strategically on behalf of the Regional Director and Division to plan, develop, and operationalize bed management plans, provide expertise around community and provider resources, referral processes, system capacity, and Southern Region Office operations. Summary of Job Duties: Community Liaison: + Determine what Division subject matter expertise and resources might be helpful and available. + Work collaboratively with local and state agencies to address barriers across systems + Determine needs for resource development in various locations. + Develop and maintain sustainable community connections and resources for youth and families. + Identify and share community resources with other juvenile justice professionals. + Develop contacts and relationships with key stakeholders within all 7 Southern Colorado judicial districts to ensure timely service delivery and referrals. + Represent the Division and the Southern Region in community juvenile justice committees, projects, and programs to include, but not limited to Collaborative Management Programs and collaborations related to the Colorado Youth Detention Continuum. Program and Resource Development: + Develop processes and practices to ensure smooth transitions for youth and families throughout the Division of Youth Services continuum. + Develop processes to ensure frequent and on-going communication and collaboration/oversight with the Division of Youth Services contracted providers. + Develop referral contacts and processes to ensure timely access to resources. + Design and implement Division of Youth Services provider fairs. + Develop and maintain a library of shared resources for the Southern Region team. + Develop methods and processes for evaluating effectiveness of services and programs. + Participate in all areas of program development in the Southern Region, including but not limited to, Sanctuary Implementation, Restorative Justice, Victim Services and Transition Programming. + Provide technical assistance in the implementation of new Division initiatives and policies or procedures connected to transitional services. Transition and Parole Services: + Provide oversight of transitional and aftercare services founded upon evidence-based programs and practices + Advise, train, coach and counsel Client Manager/Parole Officer in job duties specific to transitioning of youth and special assignments. + Facilitate discussions and engage in problem solving when performance issues are identified. + Provide ongoing consultation with Client Managers to ensure clients identified individual risk and needs are being addressed, and client managers know how to secure requested services. + Assess and identify gaps, needs or barriers impacting clients, families or service delivery. + Review and approve of MDT recommendations regarding non-residential support services. + Serve as the Southern Region expert on committees, meetings, and work groups connected to transition programming, resources and processes. + Represent the Southern Region in various meetings and subcommittees as assigned. Bed Management: + Track the incoming and outgoing flow of youth and determine and authorize youth movements. + Provide direction and information regarding facility needs, waiting lists, and bed availability to Client Managers and Multi-Disciplinary Teams to help determine appropriate and timely placement. + Determine the type and specific information about the youth to be entered into tracking spreadsheets that are shared with various personnel. + Schedule and facilitate youth placement discussions. + Assist with scheduling transports with the sheriff’s department or DYS staff. Performance and Data Collection, Interpretation, and Management: + Determine information to be reported on identified youth in the Division and Department data reporting systems. + Determine outcome/performance measures for non residential contacts/providers. + Compile expenditures information and analyze relative to outcomes of youth. + Determine strategies and action plans based on statistical outcomes. + Collect, analyze, and report on data requests from the Department and determine the means to improve outcomes on a regional level. + Determine the information to be shared with regional staff. Leadership: + Assist with determining what strategies will be used for ensuring compliance with audit finding. + Complete internal investigations related to critical incidents. + Oversee and direct implementation of DYS Policies and Procedures within the Southern Region. + Implement the DYS strategic plan along with members of the Southern Region Management Team. + Advise, train, coach and counsel Client Manager/Parole Officer in job duties specific to transitioning of youth and special assignments. + Negotiate issues between region and facilities or providers, assist with issues arising from clients and families, as well as navigate resistance to change pertaining to new management principals. + Determine agenda topics for management team meetings and various committee meetings based on current needs, issues, trends and recommendations as it relates to case management, bed management and resource needs. + Facilitate discussions with various entities and stakeholders. + Facilitate discussions about and share information on relevant performance issues. + Participate in all areas of program development in the Southern Region, including but not limited to, Sanctuary Implementation, Restorative Justice, Victim Services and Transition Programming. + Represent the Southern Region in various meetings and subcommittees as assigned. + Other duties as assigned Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Important Note: Please review your application to ensure completion.
