Program Manager, Adolescent Residential Program
Under the supervision of the Chief Program and Operations Officer, the Program Manager is responsible for leadership and oversight of the Adolescent Residential Program to ensure that quality service is being delivered on all levels that encourages resident health and maximizes outcomes. Through the implementation of goals and objectives, the Program Manager will oversee all components of the program that enhance teamwork, team collaboration, communication and program development. The Program Manager will promote the use of the Nurtured Heart Approach, as well as the Attachment, Regulation, and Competency interventions (ARC) in all residential activities with the goal of sustaining a safe and comfortable, trauma-informed environment.
PERFORMANCE STANDARDS:

7.) Comply with documentation and training set forth by Human Resources.
8.) Actively participate in CGE's clinical research efforts by ensuring accurate and timely reporting for all assessments and evaluations.
RESPONSIBILITIES:
• Manage weekly multidisciplinary team conferences.
• Provide Servant Leadership driven supervision of program staff, utilizing CGE’s Performance Management and ensuring policy and procedures are followed.
• Provide leadership in program development designed to provide a safe, therapeutic, enriching, milieu, including implementation of program policies/procedures.
• Oversee clinical team and Program Administrator, who is responsible for scheduling of all staff, and supervision of all non- clinical staff.
• In conjunction with Program Administrator and clinical staff, oversee delineation and removal of client privileges, discharge planning and termination of care.
• Ensure the provision of client orientation to facility, schedules, and services.
• Work with the Program Administrator to develop and oversee policies/procedures, weekly master schedules, and appropriate staffing ratios.
• Proactively ensure, regularly monitor and coordinate compliance with state, licensing, regulatory, and funding sources.
• Maintain active awareness of program budget, participate in grant writing and allocation of resources.
• Maintain records as required by organization policies and regulatory/accrediting agencies.
• Participate in program evaluation and ongoing efforts to enhance quality of services.
• Maintain aggregate statistical information on children served, including the date of each admission, date of discharge, and reason for each discharge.
• Attend relevant local and state meetings as a representative of the agency.
• Conduct Unusual Incident Reports through State of NJ online system, as needed.
• Together with the Program Administrator, interview and approve the hiring of all new staff and ensure all onboarding training is completed.
• Participate in HR disciplinary procedures when appropriate.
• Build relationships with referring agencies to ensure optimal census.
• Responsible for ensuring that all staff members receive an annual performance evaluation and meet program compliance requirements.
• Participate in HR employee relations matters when appropriate.
• Participate in program, committee, clinical staff and leadership meetings as indicated.
CLINICAL OVERSIGHT:
• Oversee client assessments/intakes to ensure appropriate admission to the program and manage discharge process.
• Responsible for overall treatment planning.
• Oversee the delivery of all clinical programs including devising strategies to increase and track client participation.
• Oversee Resident Account balances (WIC, Clothing/Personal Needs Allowance), appropriate expenditures, and shopping trips.
• Provide individual and group therapeutic sessions as needed.
• Ensure the delivery of proper case management for all residents, especially as it pertains to legal system and referral sources.
• Provide clinical supervision to interns and/or CGE staff clinicians.
• Work with Program Administrator to ensure facilitation of residential groups and weekly activities.
• Manage behavioral concerns and crisis management within the milieu.
• Provide support and technical assistance to the social services staff.
• Oversee and share on call responsibilities to assist the staff in admissions, emergencies, and/or other responsibilities.
OTHER:
• Build and maintain strong working relationships with all CGE staff and supervisors.
• Work as a member of a team to establish and maintain a high level of care and respect for, and communication with, community leadership and external customers.
• Work in a consistently professional manner at all times, which includes, but is not limited to, treating all clients, staff, and guests and volunteers with dignity and respect.
• Perform other duties as directed.
Requirements
QUALIFICATIONS:
+ Master’s degree in administration, counseling, social work, or related field with 3 years of experience serving youth in a residential or inpatient hospital behavioral health treatment program of which at least one year is supervisory, OR
+ Bachelor’s degree in administration, counseling, social work, or related field with 5 years of experience serving youth in a residential or inpatient hospital behavioral health treatment program of which at least one year is supervisory.
+ LAC, LPC, LSW, or LCSW required.
+ CADC/LCADC a plus.
+ Knowledge of grant-funding, required reporting, and ability to assist grant writer with programmatic input for RFPs.
+ Excellent organizational and interpersonal skills with friendly and professional demeanor.
+ Passion for CGE’s mission and purpose and an ability to communicate this passion to others.
+ Comprehensive working knowledge of program planning, organizational structure, budgeting, and administrative operations.
+ Team player approach. Strong organizational, project management and problem-solving skills with impeccable multi-tasking abilities.
+ Ability to be flexible to the daily changing needs within the community and to handle obstacles with compassion and resolve.
Salary Description
$90,000 per year
