Chenega Enterprise Systems & Solutions, LLC, a Chenega Professional Services’ company, is looking for a Program Manager to support The Federal Bureau of Investigation (FBI) Private Sector Clearance Program in their strategic partnership between the U.S. Government (USG) and U.S. Private Industry. The FBI Security Division (SecD), Office of Security Operations (OSO) Private Sector Clearance Program (PSCP) oversees four programs in support of the Private Sector Engagement. The four programs are: Private Sector Clearances; One-Time Access (OTA) for Private Sector and State, Local and Trial Employees, and the Non-Paid Consultant Program (NPCP). Responsibilities Provide a full range of investigative and managerial tasks to assist the Office of Security Operations (OSO) in planning, implementing, maintaining, managing and refining the services and processes required to ensure an effective and efficient process for vetting all private sector partners, OTAs nominations and NPCP candidates for access to sensitive and classified information Process PSCP candidates for access to sensitive and/or classified information, outreach and coordination with private sector partners, Security Division, FBIHQ Divisions, Field Offices, and other critical stakeholders. Track and maintain all requirements associated with participants, draft reports, create power points and briefings. Serve as the Subject Matter Expert (SME) responsible for the daily management of the PSCP to include the Private Sector Employees (PSE) Security Clearance, OTA and the NPC Programs. Responsible for daily supervision of staff to ensure all assignments are addressed in a timely manner. Review communications for accuracy. Ensure and assist in processing all required National Agency Checks (NACs) and other required database queries to process security clearances, OTAs and NPCP nominations. Mitigate any identify derogatory information and present a summary report to Serve as the primary liaison and coordinate logistics with senior Managers, and stakeholders to include 56 Field Offices, 22 Divisions, and multiple units Serve as the OSO Chief Security Officer’s (CSO) representative in internal executive level meetings Draft and prepare monthly status reports documenting all pending and completed requests for executive management. Prepare correspondence, reports, briefings, and other documents, and maintain appropriate SENTINEL files, both hard and soft copies, as well as other reports. Provide training to stakeholders across all PSCP Programs. Maintain internal and external databases to include the “Background Evolution and Security Transformation” (BEAST) database Successfully complete BEAST training, and other required databases training Monitor Teir-3 and Tier-5 background investigations, must be able to interpret, analyze and evaluate the database information and follow-up on any identified issues. Update and maintain all programs policies and Standard Operating procedures (SOP) to ensure each program meets the stakeholders’ requirements and complies with policies and regulations. Draft program content for internal and public facing websites, and routinely review sites. Set and track team schedules, set meetings, record and prepare meeting summaries, prepare outbound communications, file records, publications and other associated documents. Qualifications Bachelor’s degree Active TS/SCI Clearance Must successfully pass a Counter-Intelligence polygraph and obtain SCI access. Minimum of 10- year experience managing team(s) and performing related work that demonstrates the ability to meet or exceed the requirements in this RFQ. Minimum of 10-year experience standing-up and managing programs which meet established requirements and deliverables. Minimum of 8 years demonstrated experience coordinating with senior level executives and be able to effectively serve as a liaison both internally and externally. Minimum of 7 years demonstrated experience providing and ensuring subordinate staff provide consistent superior customer service-oriented services. Minimum of 7 years demonstrated experience drafting complex correspondence, reports, briefings, Standard Operating Procedures (SOPs) and documentation as required. Minimum of 8 years demonstrated experience identifying inefficiencies; streamlining processes; eliminating redundancies; evaluating performance measures; and ensuring processes meet or exceed requirements. Advanced degree Preferred PMP certification preferred Must be familiar with the Federal Investigative Standards concerning background investigation, specially the investigative requirements for Teir-3 and Tier-5 investigations. Must become familiar with FBI internal background investigations policy and procedures. Demonstrated exceptional organization skills to ensure proper records are maintained. Must have excellent oral and written skills and able to provide written summary reports and orally brief SecD Managers Demonstrated working knowledge of Microsoft Office software applications Able to conduct research and/or open-source checks in aid of investigations Able to become acclimated to the various FBI and community IT systems for conducting automated record checks. Proficiency specifically with Excel to include knowledge of how to create Excel formulas, and create charts and graphs Final salary determination based on skill-set, qualifications, and approved funding.
