Job Title: Program Manager (PBM)
Location: Remote/OFFSITE – EST
Type: 12 + month Contract - great chance of extensions and/or Contract to Hire
Contractor Work Model: Remote but MUST be located in one of the following states: Maryland, Virginia, West Virginia, District of Columbia, North Carolina, Pennsylvania, Delaware, Florida, New York, New Jersey, or Texas.

Position Overview:
The Program Director, ePMO, exists within the ITOPS division aligned to a VP to provide the quality on-time execution of high-priority, complex, multiple project(s) and/or program(s) related to new and optimized business capabilities. They will be responsible for both strategic and tactical interface with senior level management from all areas of the company to provide solution planning, delivery, deployment, risk management and operational readiness in several key areas including the core administrative platforms as well as those electronic capabilities that face out to Members, Providers, Brokers and Employers.

Using a deep understanding of business services and capabilities, combined with solid IT engagement experience, the role will be accountable for ensuring that internal and external customers receive the expected business value from their assigned portfolio using quantifiable measures. They will work with the business areas to carry forward the business needs and concepts (the what) and work with IT to determine the how in terms of a solution. 

These projects and/or services consist of multi-location, multi-year initiatives consisting of multiple initiatives and tasks with a portfolio budget averaging $50-$60+ million.

It will require strategic oversight, cross-functional coordination, and executive communication to support major operational and technology changes across multiple workstreams.

PBM experience is required. The successful candidate must have deep experience working with or managing PBM implementations or transitions within the healthcare industry.

This is a strategic leadership role, responsible for overseeing delivery across IT and business domains, working closely with an external implementation partner, and providing concise, actionable insight to senior executives.

Key Responsibilities:
Program Leadership & Strategy Execution (65%) Lead enterprise PBM transformation, potentially involving a full PBM transition. Align and oversee seven workstreams including Clinical, Data, Customer Experience, and Client Setup. Coordinate across internal delivery teams, IT PMs, and a confidential implementation partner. Manage overall CareFirst-side execution; synthesize progress and risks for senior leadership. Oversee program budget of $50M–$60M, tracking risks, dependencies, and program KPIs.
Executive Reporting & Stakeholder Engagement (25%) Act as a strategic conduit between business, IT, and executive leadership. Distill and communicate large volumes of technical and program data into clear summaries for the leadership team. Partner with senior directors and executive sponsors to ensure strategic alignment and support. Lead program reviews, status meetings, and decision-point presentations.
Vendor & Technical Oversight (10%) Engage directly with vendors and an implementation partner to ensure accountability and performance. Provide oversight for key systems integration efforts involving possibly Facets, Salesforce, and Mulesoft, with a focus on API enablement and data workflows. Track milestones, issue resolution, and organizational readiness for operational handoff.
Required Qualifications: Bachelor’s degree in Business, IT, Engineering, or related field (Master’s preferred). Minimum 10 years of experience in enterprise-scale program management roles. Mandatory experience leading PBM-related initiatives — including transitions, implementations, or vendor management in the healthcare space. Background in large-scale healthcare IT delivery (payer experience strongly preferred). Strong understanding of PBM processes, data flows, and how PBMs integrate with clinical, customer, and claims systems. Proven ability to manage complex program budgets of $50M–$60M+. Experience working with third-party implementation partners and multiple internal PMs. Familiarity with enterprise platforms such as Facets, Salesforce, and Mulesoft. Excellent verbal, written, and presentation skills — must be able to convey risks and updates to senior executives clearly and persuasively. PMP, PgMP, or equivalent certification required.
Preferred Skills: Knowledge of claims operations, eligibility, provider systems, and healthcare interoperability standards. Prior leadership experience during a PBM change or migration effort. Experience in Agile, hybrid, or SAFe delivery models.
